NACC Progresses in Developing Anti-Corruption Plans to Elevate CPI Score

The National Anti-Corruption Commission (NACC) is moving forward to enhance the country's Corruption Perceptions Index (CPI) score by continuing to develop all its operational plans. These include the "Anti-Corruption Education Curriculum - Inspection of Public Officials’ Assets and Liabilities - and Intensive Prevention of Corruption," paired with the organizational personnel development in 2024.

Niwatchai Kasemmongkol, the NACC Secretary-General and Spokesperson, revealed that a crucial mission to prevent corruption in 2024 involves the NACC continuing to drive the "Anti-Corruption Education Curriculum." This initiative focuses on the development of plans for areas at risk of corruption in Thailand and facilitates public participation in the fight against corruption with the "STRONG – Together Against Corruption" project, and consistently upgrading the “Corruption Perceptions Index (CPI)” score.

In terms of corruption suppression, the NACC will emphasize systematic and timely investigation and inquiry in accordance with legal timeframes. This will be done alongside addressing long-standing allegations and establishing clear measures for handling serious complaints. There is also a continuity in integrating cooperation in transferring or assigning non-serious allegations to other agencies for further action. This includes preparations to incorporate technological systems to support various operational tasks, both in submitting allegations and in monitoring and following up of activities.

In the course of carrying out corruption investigation operations, the focus is on swift and accurate execution, accompanied by the maintenance of quality and standards. Especially in the conduct of investigations into cases with pointed allegations, everything must be transparent and verifiable.

Simultaneously, the inspection of assets and liabilities of government officials or political position holders at both national and local levels, and the proceedings against those with unusual wealth accumulation, remain another primary mission of the NACC. They hope it will be an effective tool in "Preventing Corruption," coupled with serious sanctions to instill fear and reduce the incidence of misconduct and corruption among state officials. The NACC's policy on the inspection of assets and liabilities continues to emphasize quality operations, which must prioritize workloads and enforce strict adherence to the legal timeframe. Preparedness in every aspect must be ensured for submitting asset and liability declarations through an electronic system.

Secretary-General Niwatchai stated that another significant mission for the NACC office is to continue the work on organizational and personnel development within the NACC itself. This focuses on enhancing operational systems across all missions and elevating the quality of personnel to perform their duties with integrity, fairness, and a consciousness that does not tolerate any form of corruption. The aim is to fortify the NACC as an institution that embodies strength through integration and movement, capable of being a reliable and trustworthy entity for the citizens, steadfast in the core values of the NACC: "Honesty, Fairness, Professionalism, Transparency, and Accountability."

In conclusion, the NACC Secretary-General summarized that the plans and significant missions of the NACC for the 2024 fiscal year are a continuation of the aspirations from the National Strategy for the years 2018-2037 on the adjustment and development of the state administrative system. It is mandated that the public sector integrates the delivery of various public services through "Digital Technology" from the outset to the end of processes, through a data management system that interconnects agencies and different data sources. This leads to the analysis of big data management, enabling the public to contact government services easily, conveniently, quickly, transparently, and verifiably.

Therefore, the NACC has established a national strategy concerning the prevention and suppression of corruption through the reform of mechanisms and processes of the entire corruption suppression system to become more efficient through the integrated cooperation of various agencies, employing modern information and communication technologies to aid in the development of standardized, systematic, and effective anti-corruption operation mechanisms.
