NACC Nakhon Ratchasima Inspects Concrete Road Construction in Tha Yiam Subdistrict

 

Officials of the Nakhon Ratchasima Provincial Office of the National Anti-Corruption Commission (NACC) visited the Tha Yiam Subdistrict Municipality to verify facts after images and reports circulated, alleging improper concrete road construction at night without an overseeing engineer. Concerns were raised that the project may not comply with the contractual scope of work, prompting immediate orders for relevant agencies to ensure proper oversight.

 

Sureerat Nualchimpli, Director of the Nakhon Ratchasima NACC Office, stated that the Corruption Deterrence Center (CDC) of the NACC had alerted the office about the issue, following a post on the Facebook page "Watchdog Operations" of the The Anti-Corruption Organization of Thailand which shared images and details alleging that “Tha Yiam Municipality improperly poured concrete for a road at night, without proper sand, mesh, or supervision. The subdistrict chief showed up close to 10 p.m. to take credit for the work. The road is located near Mr. Sompong’s house in Village 3. The contract was awarded directly to a company owned by the deputy mayor’s mother. This year, there will be around 130 projects split among the mayor, deputy mayor, and the deputy mayor’s mother.” Another post claimed, “Concrete pouring in Tha Yiam Municipality, Nakhon Ratchasima, with no sand base or wire mesh. Concrete was poured directly onto the ground on August 20, near Mr. Amnuay’s house in Village 4. The project was a direct contract.”

 

The NACC Office assigned its anti-corruption prevention team to investigate the case on-site in Tha Yiam Subdistrict Municipality. The investigation revealed that the project in question involved the construction of a reinforced concrete road near Mr. Sompong’s house in Village 3. The road measured 3 meters wide, 66 meters long, and 0.15 meters thick, covering an area of approximately 196 square meters, and was budgeted at 115,500 baht. The project was delivered on June 12, 2024, beyond the contractual deadline, resulting in a penalty of 2,312 baht.

 

Another project mentioned in the circulating images and information involved the construction of a reinforced concrete road near Mr. Amnuay’s house in Village 4. Upon closer inspection, it was found that the photos referred to the reinforced concrete road project near Mr. Mana’s house in Village 4, starting from Mrs. Ulai’s house and ending at Mr. Mana’s house. This road was 3 meters wide, 40 meters long, and 0.15 meters thick, covering an area of approximately 120 square meters with a budget of 68,000 baht. The contract began on August 15, 2024, and is set to end on October 13, 2024. As for the concrete road near Mr. Amnuay’s house in Village 4, the project involved the construction of a reinforced concrete road measuring 3 meters wide, 45 meters long, and 0.15 meters thick, covering an area of approximately 135 square meters, with a public announcement sign installed. The project had a budget of 77,000 baht, and the contract began on August 15, 2024, with completion scheduled for October 13, 2024. All three projects were contracted to the same company, Kata Ngern Supply Partnership Limited.

 

During the on-site inspection of the three road construction projects, conducted in cooperation with Tha Yiam Subdistrict Municipality, it was found that the work adhered to the specified designs and that the roads were in normal condition. However, there was still one project under construction. The Nakhon Ratchasima NACC Office noted several risk areas, including project implementation, procurement processes, contract management, construction supervision, progress reporting, and project acceptance. The office emphasized the need for strict adherence to regulations and laws. Should any irregularities be found in the project’s documentation, the Nakhon Ratchasima NACC Office will proceed according to the law.
