NACC Cooperates in Extradition of Fugitive to the People’s Republic of China for Legal Proceedings.

 

          On 15 July 2025, the Office of the Attorney General of Thailand announced the successful cooperation with the authorities of the People’s Republic of China in the extradition of a fugitive. The Court of Appeal upheld the Court of First Instance’s ruling to extradite Ms. Zhou Jinghua, a Chinese national, to face prosecution in China for charges of embezzling state assets by abusing her official position—a criminal offense under Chinese law. This extradition was carried out by the Attorney General in accordance with the Extradition Treaty between the Kingdom of Thailand and the People’s Republic of China, signed in 1993.

 

          Ms. Zhou Jinghua is a suspect in a high-profile corruption case that the Chinese authorities have prioritized. The National Anti-Corruption Commission of Thailand (NACC) has closely cooperated with the National Commission of Supervision (NCS) of the People’s Republic of China on this matter. This cooperation included coordination with relevant agencies, continuous monitoring of the case’s progress, and the exchange of information through official dialogues. These efforts extended from the process of revoking Ms. Zhou's Thai citizenship—ordered by the Minister of Interior in 2023—to the final court decision that enabled her extradition to China.

 

          This case marks a significant achievement in the bilateral cooperation between the two countries and reaffirms the shared commitment of the NACC and the NCS to combat corruption, particularly in denying safe haven to offenders.
