NACC Chai Nat Monitors Three Road Construction Projects in Tha Chai Sub-district, Noting Multiple Damaged Areas
The Chai Nat Provincial Office of the National Anti-Corruption Commission (NACC) has surveyed the concrete road construction projects managed by the Tha Chai Sub-district Administrative Organization in the capital district of Chai Nat Province. This action follows complaints of multiple cracks and damages to the roads. The contractors have been requested to carry out repairs before the work is formally accepted.
Komsan Chanrod, the Director of the Chai Nat Provincial NACC Office, along with the anti-corruption task force and the STRONG - Together Against Corruption Association of Chai Nat Province, made site visits to monitor and observe the construction activities of the Tha Chai Sub-district Administrative Organization in the capital district of Chai Nat. The three projects under scrutiny include:
(1) The road repair and stone laying improvement project alongside Chai Nat - Wat Sing road at Moo 2, Ban Wong Khom, Tha Chai Sub-district, capital district of Chai Nat Province. This involved laying eight sections of 1-meter diameter, class-3 reinforced concrete pipes, along with stone laying over a 4-meter width, 0.15-meter depth, and 180-meter length. The contract number 15/2566 was signed on June 6th, 2023, starting from June 7th, 2023, and ending on August 5th, 2023, with a control price of 328,200 baht and a contract budget of 328,000 baht. The contractor is Piramon Commerce Co.
During the site visit, the Director of the Chai Nat Provincial NACC Office and related officials found that the materials used in the project were inappropriate for the area. Large stones were used without proper compaction, resulting in a lack of density in the stone layers, leading to quick deterioration and damage along the project route.
The Chai Nat Provincial NACC Office believes that, as the project is still within the warranty period of the contract, it is advisable for the Tha Chai Sub-district Administrative Organization to coordinate with the contractor to carry out the necessary repairs and restore the road to a usable condition.
(2) The steel-reinforced concrete road construction project along the Chai Nat - Wat Sing route in Ban Wat Sanpan, Moo 11, Tha Chai Sub-district, Mueang Chai Nat District, Chai Nat Province. The project is divided into two segments.
- The first segment consists of a 4-meter wide, 186-meter long, and 0.15-meter thick concrete road with gravel shoulders averaging 0.20 – 0.30 meters on each side, requiring a minimum concrete surface area of 744 square meters.
- The second segment consists of a similar concrete road measuring 4 meters in width and 4 meters in length, with the same thickness and shoulder specifications, requiring a minimum concrete area of 16 square meters.
Both segments fall under contract number 28/2566 dated August 3rd, 2023, with the contract starting on August 3rd, 2023, and ending on November 1st, 2023, with a budget of 499,500 baht, and the contract awarded to Piramon Commerce Co. Preliminary inspections by the Chai Nat Provincial Office of the NACC found unclear construction of the road shoulders as per the contract, making it impossible to verify the volume of work against the design. Some sections of the shoulder were not level with the concrete surface, posing potential danger to commuters. The Chai Nat Provincial NACC Office has recommended that the Tha Chai Sub-district Administrative Organization coordinate with the contractor to clarify and repair the shoulder construction before proceeding to the next phase of work acceptance.
(3) The construction project for the reinforced concrete road along the right side of Bang Yai Mo Canal, at Ban Wang Khom Village, Moo 2, Tha Chai Sub-district, Mueang Chai Nat District, Chai Nat Province. This involves the creation of a 4-meter-wide, 222-meter-long, and 0.15-meter-thick concrete road with gravel shoulders adapted to the terrain. The concrete area must cover at least 888 square meters. Contract No. 33/2566 was signed on August 31st, 2023, with the start date of the contract on the same day and the end date on November 20th, 2023. The budget as per the contract is 460,000 baht, and the contractor is Sutkhana Limited Partnership.
Upon inspection by the Chai Nat Provincial Office of the National Anti-Corruption Commission, it was found that the construction of the road shoulders for the aforementioned project lacked clarity, preventing verification of the shoulder work according to the design specifications. In some sections, the shoulders were not level with the concrete surface, potentially endangering passersby. Furthermore, inspection of the concrete surface revealed several damaged areas with cracks.
Consequently, the Chai Nat Provincial NACC Office has recommended that the Tha Chai Sub-district Administrative Organization instruct the contractor to promptly improve and clarify the construction of the shoulders and repair the cracks on the concrete surface to ensure the road is safe and usable before proceeding to the final acceptance of the work.
