NACC Roi Et Inspects Procurement Processes for Major Projects to Prevent Corruption

 

The National Anti-Corruption Commission (NACC) conducted on-site inspections of procurement processes for two major projects listed under the “Innovation List,” with a combined budget exceeding 19 million baht. The inspections aim to ensure transparency, accountability, and prevent rigging in the bidding process.

 

Anucha Puengboonsri, Director of the Roi Et NACC office, revealed that the NACC is actively working to prevent corruption in the region, focusing on key procurement projects to reduce fraud risks. Recently, the NACC inspected two projects under the Innovation List.

 

The first project involves developing tourist attractions around Kut Sawathum, Nong Phai, and Suan Kaset (Nong Ban Noi). This includes installing 140 foldable streetlight poles with solar-powered LED lamps, as specified in the Innovation List. The project has a budget of 9,587,000 baht, with a reference price of 8,960,000 baht. The procurement followed a selection process with three bidders. They are Submarine Construction Co., Ltd. offered 9,587,000 baht, Taekanjanakul Limited Partnership offered 9,585,000 baht, and T.J.N. Trading Limited Partnership offered 9,583,000 baht. The contract was awarded to T.J.N. Trading Partnership, which submitted the lowest bid. After negotiations, the price was reduced to 8,960,000 baht. The contractor signed the contract on June 12th, with the project scheduled for delivery by June 25th. The final inspection was completed on June 27th. During the inspection, the NACC recommended improving the durability of the item code numbers on the streetlight poles, suggesting the use of stickers or paint for easier future inspections.

 

The NACC also inspected a second project to upgrade a reinforced concrete road with an asphalt overlay. This project includes installing 78 solar-powered LED streetlights, Code 07020031, in Moo 4 and Moo 6, Khwan Mueang Subdistrict. The road is 5 to 6 meters wide, 2,572 meters long, and 0.04 centimeters thick, covering approximately 14,376 square meters. The project has a budget of 9,952,000 baht, and the procurement was conducted via an electronic bidding process. The three bidders were Senghuad Phon Thong Limited Partnership, which offered 9,951,000 baht; Boochakiat 101Co., Ltd., which offered 9,940,000 baht; and Buakhao Furniture Limited Partnership, which offered 9,952,000 baht. Boochakiat 101 Co., Ltd., which submitted the lowest bid, was awarded the contract. The contract was signed on August 22nd, and the project is scheduled for completion by December 20th. The project is currently ongoing.

 

The Roi Et NACC office will continue to monitor the budget utilization closely to prevent corruption. They will also ensure that products listed under the Innovation List are thoroughly inspected to avoid rigging specifications. This oversight is crucial to ensuring that the projects deliver maximum benefit to the public.
