สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ประจำจังหวัดลพบุรี (สำนักงาน ป.ป.ช. ลพบุรี) ลงพื้นที่เฝ้าระวังโครงการติดตั้งรั้วทางรถไฟ งบประมาณกว่า 104 ล้านบาท โดยการรถไฟแห่งประเทศไทย มุ่งป้องกันทุจริต
สำนักงาน ป.ป.ช. ลพบุรี นำโดย นางสาวนันท์นภัส สืบสัมพันธ์ ผู้อำนวยการสำนักงาน ป.ป.ช. ประจำจังหวัดลพบุรี และเจ้าหน้าที่งานป้องกันการทุจริต ลงพื้นที่เฝ้าระวังและป้องปรามการทุจริตในพื้นที่จังหวัดลพบุรี ร่วมกับชมรม STRONG – จิตพอเพียงต้านทุจริตจังหวัดลพบุรี เมื่อวันที่ 5 สิงหาคม 2569 เพื่อติดตามการดำเนินโครงการภาครัฐที่มีวงเงินงบประมาณสูง และส่งเสริมให้การใช้จ่ายงบประมาณของรัฐเป็นไปอย่างโปร่งใส คุ้มค่า และตรวจสอบได้
คณะเจ้าหน้าที่ได้เข้าประชุมหารือ รับฟังข้อมูลและรายละเอียดของโครงการ พร้อมลงพื้นที่สังเกตการณ์งานติดตั้งรั้วสองข้างทางตามแนวเขตทางรถไฟ ระหว่างสถานีลำนารายณ์ - สถานีช่องสำราญ 1 ช่วงจังหวัดลพบุรี ซึ่งดำเนินการโดยศูนย์อาคารและสถานที่ ฝ่ายการช่างโยธา การรถไฟแห่งประเทศไทย ในพื้นที่อำเภอชัยบาดาล จังหวัดลพบุรี มีวงเงินงบประมาณ 104,980,000 บาท
โครงการดังกล่าวมีวัตถุประสงค์เพื่อป้องกันการบุกรุกแนวเขตทางรถไฟ ลดความเสี่ยงในการเกิดอุบัติเหตุ และยกระดับความปลอดภัยให้แก่ประชาชนผู้ใช้เส้นทางและพื้นที่โดยรอบ
โดยคณะเจ้าหน้าที่ได้ให้ข้อสังเกตและข้อเสนอแนะเกี่ยวกับการดำเนินงานในขั้นตอนการจัดซื้อจัดจ้าง การควบคุมงาน การบริหารสัญญา และการกำกับดูแลการดำเนินโครงการให้เป็นไปตามกฎหมาย ระเบียบ และหลักเกณฑ์ที่เกี่ยวข้อง เน้นให้การดำเนินงานเป็นไปด้วยความโปร่งใส ตรวจสอบได้ และคุ้มค่ากับงบประมาณของรัฐ พร้อมทั้งเฝ้าระวังประเด็นความเสี่ยงที่อาจนำไปสู่การดำเนินงานไม่เป็นไปตามสัญญา หรือการเบิกจ่ายงบประมาณที่ไม่สอดคล้องกับผลการดำเนินงานจริง
การลงพื้นที่ในครั้งนี้เป็นไปตามนโยบายของเลขาธิการคณะกรรมการ ป.ป.ช. ที่ให้ความสำคัญกับการป้องกันการทุจริตเชิงรุก ควบคู่กับการบังคับใช้กฎหมาย โดยอาศัยการบูรณาการความร่วมมือระหว่างหน่วยงานภาครัฐและภาคประชาชนในการเฝ้าระวังโครงการของรัฐ เพื่อยกระดับธรรมาภิบาล ลดโอกาสการทุจริต และสร้างความเชื่อมั่นให้ประชาชนว่าการใช้จ่ายงบประมาณแผ่นดินเกิดประโยชน์สูงสุดและสามารถตรวจสอบได้ในทุกขั้นตอน

NACC inspects railway fence installation in Lopburi
The Office of the National Anti-Corruption Commission’s Lopburi Provincial Office (NACC Lopburi Office) conducted a site visit to monitor a railway fence installation project worth over 104 million baht by the State Railway of Thailand (SRT), aiming to prevent corruption.
The NACC Lopburi Office, led by Director Ms. Nannapat Seubsampan and anti-corruption officers, visited the area to monitor and deter corruption on August 5, 2026, in collaboration with the STRONG – Sufficiency Economy Against Corruption Club of Lopburi Province. The purpose was to monitor high-budget government projects and promote transparent, cost-effective, and auditable use of government funds.
The team held a meeting to discuss and receive information about the project, and then observed the installation of fences along both sides of the railway line between Lam Narai Station and Chong Samran 1 Station in Lopburi Province. This work is being carried out by the Civil Engineering Department, State Railway of Thailand, in Chai Badan District, Lopburi Province. The project has a budget of 104,980,000 baht.
The objective of the fence installation is to prevent encroachment on railway right-of-way, reduce the risk of accidents, and enhance safety for railway users and the surrounding areas.
The NACC provided observation notes and recommendations regarding the procurement, project control, contract management, and project oversight to ensure compliance with relevant laws, regulations, and criteria, with an emphasis transparency, accountability, value for money, and potential risks that could lead to non-conformity or discrepancies in budget disbursement.
This site visit aligns with the policy of the Secretary-General of the NACC, which prioritises proactive corruption prevention coupled with law enforcement. This involves integrated cooperation between government agencies and the public to monitor government projects, improve good governance, reduce opportunities for corruption, and build public confidence that public funds are used to their fullest potential and are verifiable at every stage.
