The National Anti-Corruption Commission (NACC) has been promptly implementing projects under the Integrity and Transparency Assessment of Government Contractors (ITAGC) 2023 framework in cooperation with the Bangkok Metropolitan Administration(BMA)'s units such as the Department of Public Works, the Department of Drainage and Sewerage and the Department of Environment on the campaign to promote the potential of the private sector in performing as government contractors on the basis of good governance and being opposed to bribery.
The BMA has responded by promptly examining various petitioners and forwarding their cases to the Traffy Fondue system, formulating criteria for the acceptance of petitions pertaining to alleged corruption and misconduct and setting up the BMA Anti-Corruption Operations Center with the Bangkok Governor as head of the center.
The BMA Anti-Corruption Operations Center has the authority to set policies and strategies against corruption and misconduct and for proactive prevention.
Niwatchai Kasemmongkol, secretary-general and spokesman for NACC, said the NACC has conducted the Integrity and Transparency Assessment of Government Contractors in targeted areas with the help of BMA representatives from the three responsible agencies, namely the Department of Public Works, the Department of Drainage and Sewerage and the Department of Environment, and private groups as BMA contractors.
Thirty-one projects are currently under care of the Department of Public Works, the Department of Drainage and Sewerage and the Department of Environment and 27 contractors, given a budget totaling 43.46 billion baht.
There are five indicators toward the Integrity and Transparency Assessment of Government Contractors including opposition to offered bribery, the abiding by the law and regulations provided for government contractors, the conflict between personal interests and public interests, the offering of property and profits in return for undue favors between the private sector and government agencies and the promotion of the promotion of the culture against the offering and accepting of bribery items.
Data pertaining to the Integrity and Transparency Assessment of Government Contractors are collected and compiled from four sources including officials of the private sector, officials of the government agencies, relevant data for auditing use and the disclosure of data to the public by the private sector.
For the time being, the Integrity and Transparency Assessment is being conducted by 22 BMA district offices, accounting for 44 percent of all BMA district offices, for fiscal 2023. Twenty-two district offices are storing internal data whilst 12 district offices are storing external data about the involved parties.
The BMA has responded positively to the anti-corruption campaign by setting up the BMA Anti-Corruption Operations Center with the Bangkok Governor as head of the center and a Deputy Permanent Secretary of the BMA as director of the center which has the authority to put forward and implement the relevant policies. Various petitions pertaining to alleged corruption and misconduct are proactively examined and investigated.
For instance, the procurement of vending stalls in the premises of BMA schools, construction of buildings and requests to do business by businesspersons. The directors of all district offices are obliged to inform BMA schools and units under their jurisdiction of the appointment of working groups to assist and provide data for the BMA Anti-Corruption Operations Center.
Should any effort to ask for a bribe or an act of misconduct be found, the center is to be immediately given a tipoff to take action against it and raise the public confidence in the joint NACC-BMA campaign in the course of good governance and transparency.
