NACC Chiang Mai Investigates Alleged Unauthorized Sand Mining in Phang River, Chai Prakan District

The Chiang Mai Provincial Office of the National Anti-Corruption Commission Thailand (NACC) has conducted a preliminary on-site investigation concerning potential corruption risks associated with unauthorized sand mining and waterway alteration for agricultural purposes in the Phang River, Si Dong Yen Sub-district, Chai Prakan District, Chiang Mai Province.

 

Nirandorn Sripakdee,Director of the NACC Office in Chiang Mai Province, along with a team of officials responsible for combating corruption, joined the Chai Prakan District Chief, local municipal administrators, and community leaders to observe and collect preliminary data on the alleged sand mining activities in the area near the Chiangman Weir, Moo 15, Si Dong Yen Sub-district, Chai Prakan District, Chiang Mai Province.

The NACC Provincial Office Chiang Mai received an alert about potential corruption activities from the Corruption Deterrence Center (CDC). The report specified sightings of trucks and groups of people engaged in sand mining near the Chiangman Weir, Moo 15, Si Dong Yen Sub-district. The activities involved altering waterways and releasing water in a manner that prevented it from reaching a water supply bridge. As a result, the water level stored in the weir visibly dropped, making it easier for sand mining operations. This has caused significant concerns among local residents and farmers who do not have sufficient water for agricultural purposes.

Upon investigation, it was discovered that the Chiangman Weir had been constructed as part of a project under the jurisdiction of the Large-Scale Irrigation Construction Office No. 1 (Chiang Mai). Subsequently, it became apparent that unauthorized activities were occurring nearby in the Phang River, which falls under the authority of the local port office. This has directly impacted nearby communities, forcing them to pool funds for unauthorized dredging to collect water for their own agricultural use. Sand piles were observed stored beside the river.

Recently, the Chiang Mai Provincial Office of the NACC, in conjunction with the local port office, conducted on-site inspections to assess the volume of sand that had been mined. The case is currently in the process of being handled in accordance with relevant duties and authorities. The Provincial Administration Organization of Chiang Mai has coordinated with the local port office and the Chai Prakan municipal office to report the investigation findings to proceed with appropriate actions.
