NACC Bueng Kan Office Vigilant in Monitoring Corruption in Student Midday Meal Programs
The Bueng Kan Provincial Office of the National Anti-Corruption Commission Thailand (NACC) in collaboration with the Bueng Kan Primary Education Service Area Office conducted a third on-site inspection of the student midday meal programs in educational institutions within the jurisdiction of Bueng Kan Province.
Nunnapat Suebsamphan, Director of the NACC office in Bueng Kan, has assigned anti-corruption officers to work with Sirilak Kangthong, Director of the Internal Audit Unit of the Bueng Kan Primary Education Service Area Office, and the team to closely monitor and conducting the 3rd inspection of school lunch programs in six educational institutions:
1.) In Bueng Khong Long District, three schools were inspected: Ban Na Kham School, Ban Non Sasawan School, and Ban Dong Tone School.
2.) In Si Wilai District, two schools were reviewed: Si Wilai Kindergarten and Ban Huay Luek Community School.
3.) In Bung Khla District, one school was monitored: Ban Had Hae School.
Upon conducting detailed inspections and follow-ups, it was found that some schools still have incomplete or inadequate documentation concerning the procurement of student midday meals. In addition, the current procurement methods are not suitable for these schools. Moreover, there are flaws in internal control principles that may risk inappropriate conduct. Therefore, the NACC Office in Bueng Kan Province is coordinating with the Bueng Kan Primary Education Service Area Office to instruct and train all schools found to have such shortcomings to urgently make corrections in both documentation and operational methods to comply with regulations.
Regarding the "School Lunch Program," when considering the intentions of the 2017 Constitution, Section 5, on State Duties, Article 54, which sets forth the principle that the state must provide 12 years of education for all children from preschool age through the completion of compulsory education of high quality and at no cost. The state is also responsible for providing care and development for young children before they receive such education, for the physical, mental, disciplinary, emotional, social, and intellectual development suitable for their age. Local governments and private sectors are encouraged and supported to participate in these activities. The execution of providing 12 years of quality education includes arranging necessary provisions, especially the management of mid-day meals during education, to comply with the aforementioned constitutional mandate as well as the 20-year National Strategy (2018-2037) in terms of human resource development and enhancement, which sets the development and strengthening of human resources as a major goal to drive Thailand's development effectively, and to comply with the legal provisions, such as the annual expenditure budget act supporting general education subsidies of local governments.
Furthermore, the School Lunch Project or the 1992 Primary School Lunch Fund Act, has been found that the state has continuously tried to allocate resources and investment to support mid-day meals for primary and pre-primary school children. The Ministry of Education and the Ministry of Interior are the main agencies responsible. However, from the current situation, there are still many students nationwide in Thailand who are malnourished. Various media outlets regularly report inefficiencies in the implementation of the School Lunch Project. Therefore, the Bueng Kan NACC office has identified issues that require further data verification and has coordinated to obtain relevant documents for further inspection.
