The National Anti-Corruption Commission (NACC) office in Uttaradit province has intensified its investigation into the construction of the "Ngor 1" main city road project, involving a budget of 336 million baht. The project, approved less than a month ago, has already exhibited signs of structural failure.
Wichaya Nopchinnawong, the Director of the NACC office in Uttaradit, has instructed the anti-corruption task force to conduct preliminary inspections. This specific scrutiny is focused on the area near the Tesco Lotus mall, where the median strip, a part of the road construction, has shown subpar work quality. Issues include insufficient soil compaction, leading to the collapse and sinking of the constructed area.
During the inspection, officials collaborated with the local rural highway office, the deputy project manager, contractors, and supervisors. It was revealed that the project owner is the Department of Rural Roads, and the contractor is Udomsak Chiang Mai Company Limited. The contract, number 87/2563, began on September 18, 2020, and was set to complete on March 6, 2023, taking 900 days for construction. The total budget spent amounts to 336 million baht.
According to the project authorities, the contractor requested an extension until December 2023, but completed the project ahead of the revised schedule. The project was approved as of August 28, 2023. The sinking area, around the median strip, sunk by approximately 4-5 centimeters and corrective actions were initiated as of September 7, 2023, within the contractual warranty period.
For the repairs, the contractors removed the original materials including sand and rough concrete. After compacting the soil, a new layer of rough concrete was poured. Upon setting, sand was laid to level and compact the surface, followed by laying tiles and applying joint sealant, using a 1:1 ratio of cement to sand.
However, the NACC Uttaradit office has instructed all involved parties to closely monitor and scrutinize the situation, given that this is a high-budget project that has already been approved but remains imperfect. This is to minimize the risk of corrupt practices between the public sector and the contractors. The NACC also encourages local residents to assist in monitoring the project.
