NACC Rayong Investigates School Lunch Program After Parental Complaints of Substandard Quality
The Rayong Provincial Office of the National Anti-Corruption Commission of (NACC) has conducted an on-site investigation following complaints from parents about the inadequate quality and quantity of the school lunch program.
Chaiwat Phunilamai, the director of the Rayong NACC Office, and the anti-corruption team, have inspected the matter as it has appeared in social media. The school in question is Khao Cha Ang Khrom Khlong School, located in the Khao Noi Sub-district of Khao Chamao District in Rayong Province.
Chonchanok Klee-im, the school director, explained the issue originated on September 11, 2023. A parent captured and shared pictures of a lunch tray on social media. She clarified that the images were misleading as they were taken from a second serving tray for a kindergarten student, served in a smaller quantity per the child's needs.
Prior to this, Rayong Primary Education Area Office 2 had already conducted a similar investigation. The Rayong Provincial Office of the NACC observed the school's midday meal and supplementary food (milk) program for the first semester of 2023 to ensure that it aligns with relevant regulations and laws. The director of Rayong's NACC Office provided observations, suggestions, and preventive measures to ensure the meal services meet quality, hygiene, and appropriate quantity standards. They emphasized the importance of transparency to reduce corruption risks in the operation of the midday meal program.
This lunch service for students is a public policy that the state offers for children from kindergarten up to Grade 6, calculated per head per day. Therefore, for the proper allocation of the 2023 budget regarding the midday meal project in the 2023 academic year, the NACC sees the necessity to create foundational understanding and awareness among educational staff and related parties. The aim is to ensure the operation aligns with regulations, guidelines, and is free from financial malpractice or corruption, in accordance with the National 20-year Strategy (2018-2037). This is to develop and empower Thai children and youth to grow healthily, physically, mentally, emotionally, and socially, maximizing benefits for Thai children and youth in the future.
