NACC Pattani Monitors Water Source Excavation Projects for Corruption in 2 Sub-District Administrative Organizations in Pattani Province
NACC Pattani Monitors Water Source Excavation Projects for Corruption in Rata Panyang Sub-District Administrative Organization and Don Rak Sub-District with the total budget of 23.3 million baht.
Teerachai Sukkasem, Director of the National Anti-Corruption Commission (NACC)'s Pattani Office, along with the corruption prevention team, collaborated with local authorities in Yaring District to inspect, follow up, and observe the implementation of water source excavation projects by Rata Panyang Sub-district Administrative Organization in Pattani Province. The projects are:
- A project to improve a pond behind the Rata Panyang Sub-District Administrative Office in Moo 3, Ban Pang Kap, Rata Panyang Sub-District, Yaring District. The area covers at least 385,000 square meters with an average depth of 2.50 meters. The budget is 9.7 million baht, contracted to Poncharoenkanchang 1987 Limited Partnership. The project duration is 120 days, starting from September 8, 2023, and ending on January 7, 2024. Currently, the contractor has yet to commence the project.
- A project to construct a drainage canal with a width of 16.00 meters, a length of 3,600 meters, and an average depth of 3 meters. The budget is 9.93 million baht, also contracted to Poncharoenkanchang 1987 Limited Partnership. The project duration is 120 days, starting from June 29, 2023, and ending on October 26, 2023. The project is already completed, and payments have been made.
The inspection team reviewed documents and conducted random field measurements to observe the volume of soil excavated as per the contract. Preliminary findings revealed several points of concern, along with recommendations and instructions for the concerned officials to strictly comply with relevant regulations and laws.
In the afternoon, the team also worked with local authorities in Nong Chik District to monitor the excavation projects in Don Rak Sub-District as follows:
- Pond excavation with dam dimensions of 20.35 meters in width and 304 meters in length. The excavation depth from the original state is 1.5 meters, including soil removal.
- Repair of existing canal banks, with stone pathway dimensions of 4 meters in width and 670 meters in length, and thickness of 0.2 meters.
- Canal excavation with canal mouth dimensions of 5 meters in width and dam dimensions of 1.30 meters in width and 376 meters in length. The excavation depth from the original state is one meter, including soil removal.
- Reinforcement of canal banks with stone pathway dimensions of 3 meters in width and 376 meters in length, and thickness of 0.2 meters, including project signage.
The budget is 3.67 million baht, contracted to Masar Sampan Limited Partnership. The project duration is 180 days, starting from August 5, 2023, and ending on January 31, 2024. Currently, the project is 13% complete.
The inspection team again reviewed documents, conducted random field measurements, and observed the volume of soil excavated as per the contract. Recommendations and instructions were provided for the concerned officials to comply strictly with all relevant regulations and laws.
