NACC Narathiwat Investigates Abandoned Incomplete Provincial Sports Stadium Construction

The National Anti-Corruption Commission (NACC) Region 9 led a team to inspect the progress of the construction of the Narathiwat Provincial Sports Stadium, a project in partnership with the Sports Authority of Thailand under an MOU with the Department of Highways as the implementing agency. The Lampang Construction Center is responsible for the construction. The current condition of the sports stadium is still incomplete and has been abandoned, deteriorating as a result.

Kiattisak Putpan, acting on behalf of the Assistant Secretary-General of the NACC Region 9, and Suwat Saowaran, Director of the NACC office in Narathiwat Province, visited the construction site to monitor the case of the Narathiwat Provincial Sports Stadium. It remains an ongoing issue due to complaints from the public about the unfinished construction, despite funds having already been disbursed. They also looked into the possibility of utilizing the remaining budget of 49 million baht from the project to complete the unfinished portions.

During this on-site visit, initial feedback was provided by Wichet Thaithongnoom, President of the Narathiwat Provincial Sports Association, officials from the Sports Authority of Thailand, and other stakeholders. They suggested that the remaining construction should include a grandstand on the side opposite the main tribune facing east and a grandstand on the side adjacent to the torch platform facing south.

Suwat Saowaran, Director of the NACC office in Narathiwat Province, disclosed that the NACC Region 9, in collaboration with Narathiwat Province and the local NACC office, has convened a meeting to listen to stakeholders. The issue originates from the MOU between the Sports Authority of Thailand and the Department of Highways and also involves budgetary concerns dating back to the fiscal year 2013. Currently, there is a remaining budget of approximately 49 million baht, and discussions are ongoing with relevant agencies to determine whether this can be used to complete the Narathiwat Provincial Sports Stadium.

Nevertheless, as the project has commenced construction and spent its budget without completion, an investigation into any corrupt activities is underway. The inspection is in progress, and the Regional Audit Office No. 15 in Songkhla Province has also performed an audit and has forwarded the matter to the NACC office in Narathiwat Province for further action.

The Director of the NACC office in Narathiwat Province further stated that he had consulted with Mr. Sanan Phong-aksorn, the Governor of Narathiwat Province, who is highly concerned about the progress of the sports stadium project. The completion of the provincial sports stadium as planned would benefit the public and stimulate the local economy.

The facility would serve as a venue for hosting various sports competitions, both at the provincial and national levels, as well as recreational events like concerts. Additionally, the public would have increased access to the sports stadium for exercise and health benefits.

The NACC office in Narathiwat Province will continue to monitor the project's progress and conduct ongoing inspections until a resolution is reached.
