ป.ป.ช. ระยอง ลงพื้นที่ตรวจสอบกรณีถนนวัดถ้ำประทุนชำรุด

ป.ป.ช. ระยอง ลงพื้นที่ตรวจสอบกรณีถนนวัดถ้ำประทุนชำรุด
สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ประจำจังหวัดระยอง (สำนักงาน ป.ป.ช. ระยอง) ลงพื้นที่กรณีถนนชำรุดไม่สามารถใช้สัญจรได้ บริเวณวัดถ้ำประทุน อำเภอเขาชะเมา พบว่า ความกว้างและความหนาของถนนเป็นไปตามแบบที่กำหนดไว้ และมีการใช้เหล็กในการก่อสร้าง แต่การตกสะสมของน้ำฝนในพื้นที่มาหลายวัน ส่งผลให้พื้นดินและถนนบริเวณดังกล่าวชำรุดเสียหาย
วันที่ 15 กรกฎาคม 2569 นายกิจติพงค์ ขลิบแย้ม ผู้อำนวยการสำนักงาน ป.ป.ช. ประจำจังหวัดระยอง พร้อมด้วยเจ้าหน้าที่กลุ่มงานป้องกันการทุจริต ลงพื้นที่กรณีถนนชำรุดไม่สามารถใช้สัญจรได้ บริเวณถนนสายบ้านเก้าห้อง วัดถ้ำประทุน อำเภอเขาชะเมา จังหวัดระยอง ณ ห้องประชุมองค์การบริหารส่วนตำบลเขาน้อย โดยในการลงพื้นที่ครั้งนี้ ทางอำเภอเขาชะเมานำโดยนายอำเภอเขาชะเมา และเจ้าหน้าที่ที่เกี่ยวข้อง ร่วมให้ข้อมูลด้วย พบว่า
- โครงการการก่อสร้างปรับปรุงถนนคอนกรีตเสริมเหล็ก สายเก้าห้อง - เขาประทุม หมู่ที่ 4 ตำบลเขาน้อย อำเภอเขาชะเมา มีขนาดกว้าง 6 เมตร ยาว 720 เมาตร หนา 0.15 เมตร พร้อมไหล่ทางลูกรังข้างละ 0.50 เมตร ผู้รับผิดชอบโครงการก่อสร้าง คือ ที่ว่าการอำเภอเขาชะเมา
- โครงการดังกล่าว ใช้วิธีการจัดซื้อจัดจ้างรูปแบบประกาศเชิญชวนทั่วไป (e-bidding) บริษัทที่ได้งานคือ ห้างหุ้นส่วนจำกัด ที.ที.บี. คอนสตรัคชั่น วงเงินทำสัญญา 3,130,000 บาท ระยะเวลาเริ่มต้นสัญญาวันที่ 30 มีนาคม 2562 ถึง 11 สิงหาคม 2562 รวมเวลาในการก่อสร้างเป็นจำนวน 135 วัน ผู้รับจ้างดำเนินการส่งมอบงาน เมื่อวันที่ 4 มิถุนายน 2562 และ คณะกรรมการตรวจรับพัสดุดำเนินการตรวจรับงานในวันที่ 7 มิถุนายน 2562
- นายอำเภอเขาชะเมา และนายกอบต.เขาน้อย แจ้งว่า บริเวณดังกล่าวเป็นทางน้ำสาธารณะไหลผ่าน ซึ่งเมื่อปี พ.ศ. 2562 เป็นเพียงทางน้ำไหลเล็กๆ ไม่ได้กว้างเหมือนในปัจจุบัน แต่ด้วยในช่วงนี้เป็นช่วงฤดูฝนและมีการตกสะสมของน้ำฝนในพื้นที่มาหลายวัน ส่งผลให้น้ำจากภูเขาไหลลงมารวมกับธารน้ำไหลดังกล่าว ส่งผลให้พื้นดินด้านล่างและถนนบริเวณดังกล่าวพังและชำรุดเสียหาย
ในส่วนของการที่สื่อออนไลน์แจ้งว่าถนนดังกล่าวอาจไม่มีเหล็กในการก่อสร้างนั้น จากการลงพื้นที่ตรวจสอบของนายอำเภอเขาชะเมาและเจ้าหน้าที่ที่เกี่ยวข้องพบว่า เศษซากคอนกรีตถนนที่มีการพังทลายลงนั้น ในเศษซากคอนกรีตดังกล่าวพบเหล็กที่โผล่ออกมาจากการหักของแผ่นคอนกรีต ซึ่งมีทั้งเหล็กเส้นเล็กและเหล็กข้ออ้อยขนาดใหญ่
เจ้าหน้าที่ยังได้ที่ดำเนินการวัดความกว้างและความหนาของขอบผิวถนนในบริเวณที่สามารถใช้งานได้ปกติ ซึ่งความกว้างของถนนวัดได้ 6.7 เมตร และความหนาวัดจากบริเวณขอบถนนวัดได้ 0.17 เมตร ซึ่งเป็นไปตามแบบที่กำหนดไว้
ปัจจุบันหน่วยงานที่เกี่ยวข้องได้ดำเนินการปรับพื้นที่เพื่อแก้ปัญหาให้ชาวบ้านในพื้นที่ได้ใช้สัญจรไปมาได้แล้ว เป็นการชั่วคราว ซึ่งในระยะต่อไปทางองค์การบริหารส่วนตำบลเขาน้อยจะดำเนินการตั้งงบประมาณในปี พ.ศ. 2570 เพื่อดำเนินการเร่งซ่อมแซมถนนเส้นดังกล่าวให้กลับมาอยู่ในสภาพปกติ
นอกจากนั้นสำนักงาน ป.ป.ช. ประจำจังหวัดระยอง ได้ให้ข้อคิดเห็นเรื่องการจัดตั้งป้ายเตือน สัญญาณไฟ เพื่อให้ผู้สัญจรไปมาในพื้นที่เกิดความระมัดระวังมากยิ่งขึ้น

NACC Rayong inspects damaged Wat Tham Prathun road
The Office of the National Anti-Corruption Commission’s Rayong Provincial Office (NACC Rayong Office) inspected the site of a damaged road near Wat Tham Prathun in Khao Chamao District, finding that the road was in accordance with the specified design, and steel was used in the construction, but the accumulation of rainwater in the area over several days had caused damage to the soil and road.
On July 15, 2026, Mr. Kittipong Klibyaem, Director of the NACC Rayong Office, along with NACC officers, inspected the reportedly impassable road near Ban Kao Hong and Wat Tham Prathun, Khao Chamao District, Rayong Province, accompanied by the Khao Chamao District officials, led by the District Chief and other relevant officials, who provided information. They found the followings:
- The construction and improvement of the reinforced concrete road of Khao Hong-Khao Prathum, in Village No. 4, Khao Noi Subdistrict, Khao Chamao District had road specifications of 6 meters wide, 720 meters long, and 0.15 meters thick, with 0.50-meter-wide gravel shoulders on each side. The Khao Chamao District Office is responsible for the construction project.
- The project was procured through a general invitation (e-bidding). The winning bidder is T.T.B. Construction Limited Partnership, with a contract value of 3,130,000 baht. The contract period started on March 30, 2019, and ended on August 11, 2019, totaling 135 days of construction. The contractor delivered the work on June 4, 2019, and the procurement acceptance committee inspected the work on June 7, 2019.
- The Khao Chamao District Chief and the Khao Noi Subdistrict Administrative Organisation Chief stated that the area in question has a waterway, which in 2019 was only a small stream and not as wide as it is today. However, due to the current rainy season and accumulated rainfall in the area for several days, water from the mountains flowed down and merged with the aforementioned stream, causing the ground below and the road in that area to collapse.
Regarding the online media reports that the road may not have had steel reinforcement in its construction, an inspection by the Khao Chamao District Chief and related officials revealed that among the collapsed concrete debris, steel reinforcement was found protruding from broken concrete slabs. This included both small and large reinforcing bars.
Officials also measured the width and thickness of the road surface in the area. The road width was measured at 6.7 meters, and the thickness from the edge was measured at 0.17 meters, which is in accordance with the specified design.
Currently, the relevant agencies have temporarily repaired the area to allow residents to use the road. In the long term, the Khao Noi Subdistrict Administrative Organisation will allocate a budget in 2027 to expedite the repair of the road to restore it to its normal condition.
In addition, the NACC suggested placement of warning signs and traffic lights to encourage passersby in the area to exercise greater caution.
