สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ประจำจังหวัดสุราษฎร์ธานี (สำนักงาน ป.ป.ช. สุราษฎร์ธานี) บูรณาการหน่วยงานรัฐ ลงพื้นที่ติดตามเฝ้าระวังโครงการฝายบ้านแสนสุข งบประมาณ 195,000,000 บาท ของกรมชลประทาน พบว่าผลงานล่าช้ากว่าแผนที่กำหนด โดยเจ้าของโครงการแจ้งว่าเกิดจากปัญหาการขอเวนคืนที่ดิน
เมื่อวันที่ 11 สิงหาคม 2569 ผู้อำนวยการสำนักงาน ป.ป.ช. ประจำจังหวัดสุราษฎร์ธานี มอบหมายเจ้าหน้าที่กลุ่มงานป้องกันการทุจริตและกลุ่มงานสืบสวนคดีทุจริต บูรณาการลงพื้นที่ร่วมกับหน่วยงานภาครัฐ ประกอบด้วยผู้แทนจากสำนักงาน ป.ป.ท. เขต 8 สำนักงานการตรวจเงินแผ่นดินภูมิภาคที่ 13 (จังหวัดสุราษฎร์ธานี) สํานักงานก่อสร้างชลประทานขนาดกลางที่ 15 เพื่อติดตามการดำเนินโครงการฝายหัวงานและอาคารประกอบ โครงการฝายบ้านแสนสุข ตําบลคลองชะอุ่น อําเภอพนม จังหวัดสุราษฎร์ธานี งบประมาณตามสัญญาจ้าง จำนวน 195,000,000 บาท ของสํานักงานก่อสร้างชลประทานขนาดกลางที่ 15
จากการลงพื้นที่ ผู้อำนวยการสํานักงานก่อสร้างชลประทานขนาดกลางที่ 15 ได้ให้ข้อมูลว่า ลักษณะของโครงการดังกล่าว เป็นฝายคอนกรีตเสริมเหล็ก มีประตูระบายนํ้า จำนวน 2 ช่อง รวมการก่อสร้างขุดสระเก็บน้ำ ถนนบนคันกั้นนํ้า สถานีสูบนํ้าด้วยไฟฟ้า ระบบท่อส่งนํ้าพร้อมอาคารประกอบ และขยายเขตไฟฟ้า
โครงการมีงบประมาณ 195,000,000 บาท โดยใช้งบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. 2567 และผูกพันงบประมาณต่อเนื่องในปีงบประมาณ พ.ศ. 2568–2570 โดยสถานะปัจจุบัน ผลงานทั้งโครงการอยู่ที่ 67.72% เป็นผลงานที่ดำเนินการ 65.18% ช้ากว่าแผนที่กำหนด 2.54% เนื่องจากปัญหาการขอเวนคืนที่ดินบริเวณใกล้เคียงที่ตั้งโครงการ ซึ่งเป็นของชาวบ้านในพื้นที่ ต้องใช้ระยะเวลานานพอสมควร
เจ้าหน้าที่สำนักงาน ป.ป.ช. สุราษฎร์ธานีได้ให้คำแนะนำในการดำเนินการก่อสร้าง โดยขอให้ดำเนินงานให้เป็นไปตามวัตถุประสงค์ของโครงการ พร้อมทั้งตรวจสอบและควบคุมการปฏิบัติงานให้เป็นไปตามมาตรฐานและมีคุณภาพ
กรณีการจ้างแรงงาน สำนักงาน ป.ป.ช. สุราษฎร์ธานีขอให้จัดทำบันทึกเวลาเข้า–ออกงานของคนงานทุกครั้ง เพื่อให้สามารถตรวจสอบได้อย่างถูกต้องและโปร่งใส รวมทั้งให้จัดทำทะเบียนรับ–จ่ายน้ำมันอย่างเคร่งครัด
กรณีดินที่ขุดขึ้นเพื่อใช้ในการปรับสภาพพื้นที่ สำนักงาน ป.ป.ช. สุราษฎร์ธานีขอให้จัดทำบันทึกเป็นหลักฐานทุกครั้ง โดยระบุรายละเอียดเกี่ยวกับปริมาณและสถานที่นำดินไปใช้หรือเก็บรักษา เพื่อให้สามารถตรวจสอบย้อนกลับได้อย่างชัดเจน นอกจากนี้ ขอให้มีการบันทึกภาพถ่ายประกอบการดำเนินงานในทุกขั้นตอน

NACC monitors 195-million-baht Surat Thani weir project, finds delays
The Office of the National Anti-Corruption Commission’s Surat Thani Provincial Office (NACC Surat Thani Office) conducted a site visit to monitor the Ban Saensuk Weir Project, a 195-million-baht project of the Royal Irrigation Department, and found that the project was behind schedule, with the department citing issues with land expropriation.
On August 11, 2026, the Director of the NACC Surat Thani Office assigned officers to join forces with others government agencies, including representatives from the NACC Region 8 Office, the Office of the Auditor General Region 13 (Surat Thani Province), and the Medium-Sized Irrigation Construction Office No. 15, to monitor the progress of the Ban Saensuk Weir Project, Khlong Cha-un Subdistrict, Phanom District, Surat Thani Province. The project, with a contract budget of 195,000,000 baht, is under the supervision of the Medium Scale Irrigation Construction Office 15.
During the site visit, the Director of the Medium Scale Irrigation Construction Office 15 provided information that the project is a reinforced concrete weir, covering the construction of two drainage gates, a reservoir, roads on the embankment, an electric pumping station, a water pipeline system with associated buildings, and electrical expansion.
The project has a budget of 195,000,000 baht, funded by the 2024 fiscal year budget and with ongoing budget commitments from 2025–2027. Currently, the overall project is 67.72% complete, with 65.18% actually implemented, and falling behind schedule by 2.54% due to land expropriation issues in the vicinity of the project, which involve local residents and require a considerable amount of time.
The NACC Surat Thani Office provided guidance on the construction process, requesting that the work be carried out according to the project objectives and that work be monitored and controlled to meet standards and quality.
Regarding labor hiring, the NACC Surat Thani Office requested that time records of all workers' arrival and departure times be maintained for accurate and transparent verification, and that strict records of fuel receipts and expenditures be kept.
For soil excavated for site preparation, the NACC Surat Thani Office requested that records be kept of all excavated soil as evidence. Detailed information regarding the quantity and location of the soil used or stored should be provided to ensure clear traceability. Furthermore, photographic records of every step of the process should be kept.
