NACC Pathum Thani Investigates Delayed Road Construction Project in Soi Bongkod with a 19 Million Baht Budget

The Pathum Thani Provincial Office of the National Anti-Corruption Commission of Thailand (NACC) is proceeding to investigate a complaint regarding the delayed construction of Soi Bongkod 35. The project has a construction budget of 19 million baht and is running behind the timeline set forth in the contract.

 

Director Thitiporn Suwannaklang of the Pathum Thani Provincial NACC Office, along with the corruption prevention officers, inspected the site located in Soi Bongkod 35, Moo 5, Khlong Song Sub-district, Khlong Luang District of the province. The inspection was initiated following reports from local citizens that the construction of the road, managed by the Khlong Luang District Municipality Office, was not progressing as scheduled and might not meet the required standards. This has caused inconvenience for the residents who use this route for commuting.

 

During the on-site inspection, it was discovered that the project involves the construction of a reinforced concrete road along with drainage pipes in Soi Bongkod 35. The contract, obtained through electronic bidding (e-Bidding), is valued at 19.4 million baht. The project aims to provide a commuting route for the residents. The construction was supposed to take place between March 18th to August 15th, 2023.                                                                                                   

 

The officials from the Khlong Luang Town Municipality, who are responsible for the project, explained that delays occurred due to complications in laying the water pipeline, preventing the completion of the project within the contractual timeline.

 

However, according to governmental regulations on contract control, if a contractor fails to complete the work within the stipulated timeline, unless caused by unforeseen circumstances or legally acceptable reasons, penalties may apply. This is in accordance with the terms of the contract and government regulations. Such delays may result in damages to the government. For instance, the construction of the Ratchada-Ratchaphruek Tunnel, originally valued at nearly 924.95 million baht, was supposed to be completed by June 20th, 2023. Due to delays, the Bangkok Metropolitan Administration began imposing a daily fine of 2.3 million baht from June 21st onwards.

 

For the delayed construction of the reinforced concrete road with drainage pipes in Soi Bongkod 35, actions by the Khlong Luang Town Municipality, who are responsible for quality control and accepting the work, are awaited.

 

The Pathum Thani Provincial NACC Office will closely monitor the situation due to its significant impact on the public. If this causes damages to the government, appropriate action will be taken as per jurisdiction and authority.
