NACC Chon Buri Monitors Progress on Sports Complex Construction, 820-Day Deadline Set

The Chon Buri Provincial Office of the National Anti-Corruption Commission of Thailand (NACC), along with the Mayor of Pattaya, has set an 820-day deadline and allocated a budget of THB 329 million to continue the long-term 15-year project for the construction of an Eastern Region Sports Complex in Bang Lamung district, Pattaya, which must be completed within the stipulated time.

          Kittipong Klipyam, the Director of the NACC office in Chon Buri, accompanied by Poramet Ngamphichet, the Pattaya City Mayor, and other executives and council members from Pattaya City, as well as the contractor responsible for the sports complex project, held a press conference to update the progress of the "Eastern Region Sports Complex." Spanning over 371 Rai of land in Moo 4, Huai Yai Sub-district, Bang Lamung District, Chon Buri, the project has been approved with a budget of THB 336,700,000 by the Pattaya City Council. The contract has been awarded to Greenthumb Co., Ltd. with a contract value of THB 329,800,000. The construction is scheduled to take 820 days, starting from September 25, 2023, and ending on November 27, 2025.

          Kittipong, the Director of the NACC office in Chon Buri, revealed that the NACC commission has been closely monitoring the progress of this colossal Eastern Region Sports Complex project, which covers 371 Rai and has a seating capacity of 20,000. With a budget exceeding 774 million baht, the complex is located in Moo 4, Huai Yai Sub-district, Bang Lamung District, Chon Buri. The project, initiated 15 years ago or since 2008, is yet to be completed and appears to have been abandoned. Furthermore, the building's interior equipment and fixtures have deteriorated due to neglect. Despite these setbacks, the project aims to serve as a hub for sports competitions at both local and national levels, with international standards, according to the original plan set for the years 2008-2017.

          The delay in this project, which has been ongoing since 2008, stems from various reasons. Even though Pattaya has received government funding for several years, there have been challenges like the rocky terrain that's difficult to drill, as well as labor issues due to the COVID-19 outbreak, leading contractors to abandon the project. Even after spending over 700 million baht, the project is still incomplete.

          Currently, Pattaya City Council has allocated a budget to recruit a new contractor to complete the project. Through competitive bidding, Greenthumb Co., Ltd., a company specializing in the construction of national-level sports stadiums like Rangsit Stadium and the renovation of Supachalasai Stadium, was awarded the project with a budget of 329.8 million baht for Phase 3 (or the remaining part). The plan includes additional construction of 2,500 seats, repairs to buildings, equipment, and sports fields, both tracks, and courts used for competition. The construction timeline is set for 820 days, as mentioned earlier.

          The Chon Buri NACC office will collaborate with the STRONG: Together against Corruption – TaC Association in Bang Lamung district to monitor and inspect all 60 phases of the work to ensure they are according to regulations until the project is completed. After multiple discussions, there's a mutual confidence that the project will be completed within the specified timeline. Given the public interest and the fact that it's been in construction for over 15 years, it's time for this monumental project to be completed as per legal timelines. Failing to adhere to the contract, the contractor will be fined up to 3 million Baht per day. The contractor is confident in their work plan and expertise in constructing national-level sports stadiums.

          Moreover, the NACC office in Chon Buri will continue to monitor public sector projects worth over 100 million baht to prevent corruption.
