NACC Chiang Rai Investigates Subpar Construction of Agricultural Drying Yard in Chiang Khong District
The National Anti-Corruption Commission (NACC) in Chiang Rai province has conducted on-site inspections following complaints about the substandard construction of an agricultural drying yard in Chiang Khong District. Nearly one million baht was allocated for the project, which has turned out to be of poor quality.
Kittisak Pimsan, the Director of the NACC Office in Chiang Rai province, has assigned officials from the Corruption Prevention Group of the same office to investigate the case. The complaints came from the public regarding the construction of the agricultural drying yard located in Moo 3, Ban Sao Wa, Bun Rueang Subdistrict, Chiang Khong District, Chiang Rai Province. The complaints state that the construction does not meet quality standards, the thickness of the surface is not as per the specifications, and the concrete floor is uneven.
Upon investigation, officials from the NACC Chiang Rai Provincial Office found that the project is an ongoing agricultural drying yard construction initiative under the jurisdiction of the Bun Rueang Subdistrict Municipality. The project has been ongoing since the fiscal year 2021 through 2023.
Specifically, in the fiscal year 2021, one project was constructed with a total area of 370 square meters and a budget of 155,000 baht. Subsequently, in the fiscal year 2022, another project was undertaken with a total area of 1,050 square meters and a budget of 499,500 baht. Lastly, in the fiscal year 2023, an additional project was launched with a total area of 552 square meters and a budget of 281,000 baht. Cumulatively, the total budget for all three projects over the three fiscal years amounts to 935,500 baht, covering an overall area of 1,972 square meters.
Upon observation and examination of documents, it has been verified that the strength test results of the concrete comply the specified design parameters. Additionally, random coring tests were conducted to measure the thickness of the concrete floor, and it was found to meet or exceed the stipulations of the design. While the overall surface of the concrete appeared to be generally uniform, there were minor instances where some areas were slightly lower than others, which is considered typical for construction of this type.

Furthermore, random coring tests (Coring is a method of drilling cylindrical holes) were conducted to measure the thickness of the concrete floor. The tests revealed that the concrete thickness met or exceeded the stipulations in the design. Although the overall surface of the concrete appeared generally uniform, there were minor instances where some areas were slightly lower than others, which is considered typical for this type of construction.
However, two instances of surface cracks were found on the concrete of the project, constructed in the fiscal year 2022. It is speculated that these may have resulted from continuous use. Officials from the Corruption Prevention Group of the NACC's Chiang Rai Provincial Office have thus recommended that the Boon Rueang Subdistrict Municipality promptly notify the contractor to undertake necessary remedial actions before the expiration of the contract's warranty period.
Moreover, the Corruption Prevention Group of the NACC Chiang Rai Provincial Office has requested copies of all relevant documents and supporting evidence for further scrutiny of the aforementioned project. Acknowledgments are extended to the civil society networks actively involved in monitoring, whistleblowing, and cooperating in corruption prevention endeavors. It is especially noted that this ensures the most beneficial utilization of government-allocated budgets, particularly benefiting local farmers in the area.
