NACC Reveals the Progress of the National Corruption Deterrence Center (CDC), Identifying up to 1,300 Cases of Corruption

The National Anti-Corruption Commission of Thailand (NACC) has been closely monitoring the operations of the National Corruption Deterrence Center (CDC) in terms of information dissemination and the implementation of anti-corruption measures. Over the past two years, the center has identified up to 1,300 cases of corruption, with a budget value exceeding hundreds of billions of Baht.

Niwatchai Kasemmongkol, NACC Secretary-General, acting as the spokesperson for the office, disclosed that the NACC had established the National Corruption Deterrence Center (CDC) since January 19, 2022, with the aim of vigilance and evaluation of the corruption landscape. This enables effective corruption prevention and mitigation in accordance with the functions and powers of the agency. The NACC aims for the CDC to be an agency capable of establishing an analytical and evaluative system for corruption risks, coupled with data integration from all sectors to systematically help suppress and rectify corruption issues. Additionally, this is aimed at increasing public confidence in a more effective corruption monitoring system, by employing "online public sentiment monitoring" through tracking signs of corruption on social media. The operation is in accordance with Article 35 of the Organic Act on Anti-Corruption B.E. 2561 (2018).

The results of the operations of the National Corruption Deterrence Center, under the NACC, up until September 30, 2023, have successfully driven systematic efforts in preventing and suppressing corruption as follows:

          (1) A total of 1,360 cases or leads related to corruption have been reported to the Corruption Deterrence Center (CDC) under the NACC. The cases are categorized based on fiscal years as follows:

- From January to September of 2022, there were 541 cases.

          - From October of 2022 to September of 2023, there were 819 cases.

(2) Of the 1,360 cases or leads related to corruption, the CDC has informed various divisions of the NACC, both central and regional, to take corresponding actions at different stages:

-  220 cases are currently with the central division of the NACC or the NACC offices in various provinces and are in the preparation stage before initial data verification.

-  844 cases have been verified, monitored, and forwarded to the responsible agencies for action.

-  245 cases have been resolved by the responsible agencies.

- 51 cases have been verified by either the NACC's regional offices or provincial offices, confirmed as incidents of corruption, and officially recorded in the PESCA (Preliminary Examination System on Corruption Accusation).

(3) The issues related to corruption reported to the CDC are categorized into five groups:

- Cases requesting scrutiny of procurement and construction processes in public utility projects: 985 cases.

          - Cases involving misconduct or neglect of duty, potentially leading to misunderstandings about the individual's role or power for personal or others' illegitimate gains: 212 cases.

          - Cases requesting scrutiny of state officials concerning the misuse of public resources for personal or others' illegitimate gains: 118 cases.

          - Cases where state officials have solicited, accepted, or received assets or other benefits: 42 cases.

          - Cases where state officials have abnormally increased assets, decreased liabilities, or otherwise acquired assets without legal justification in connection with their official duties: 3 cases.

In summary, for the past two years, when focusing solely on the budget of projects that the CDC has scrutinized, the cumulative budgetary value exceeds 131.462 billion Baht.

The NACC Secretary-General has discussed the upcoming fiscal year 2024-2025, stating that the NACC has planned the project "Monitoring Corruption Situation: Developing a Technology-based Surveillance and Assessment System by the National Corruption Deterrence Center (CDC) for Effective Corruption Prevention and Suppression." This involves the development of an alert system for monitoring corruption, known as the Corruption Barometer Detection and Rapid Appraisal, to be utilized in the third phase of the CDC. This comprehensive development encompasses both software and hardware components, along with the establishment of a CDC War Room to drive the mission of the CDC to achieve its systematic goals. This is aimed at building public confidence in the efficiency of the corruption prevention and suppression system, which will eventually lead to a cooperative effort from all sectors in the ongoing fight against corruption.
