The National Anti-Corruption Commission (NACC) has opened channels for reporting state officials involved in corruption or unusual wealth accumulation, revealing the "NACC Regulations on the Payment of Rewards 2023" to encourage public participation in the fight against corruption. These channels allow the public to report or provide factual information about assets acquired through irregular means. If a case is successfully prosecuted and the assets in question are confiscated to the state, informants may be entitled to a reward of 15% of the value of the assets seized by the court's judgment or order, up to a maximum of one hundred million baht.
Niwatchai Kasemmongkol, the NACC Secretary-General, and Spokesperson, disclosed that the NACC has promoted cooperation from the public to join forces in the fight against corruption with the campaign "Do not commit, do not tolerate, do not ignore, unite Thais against corruption". With the determination to make Thailand free from corruption, an important role of the public is to serve as the eyes and ears vigilant against corrupt practices.
The Secretary-General of the NACC stated that if the public witnesses any act of corruption by state officials, they are urged to report or file a complaint to the NACC through 6 channels:
(1) Sending a written complaint directly to the Secretary-General of the NACC at the office's address: NACC, No. 361, Nonthaburi Road, Tha Sai Sub-district, Mueang Nonthaburi District, Nonthaburi Province, 11000, or to any provincial NACC office nationwide.
(2) Making a complaint in person at the central NACC office or regional offices, where staff will assist in facilitating the reporting or complaint process.
(3) Reporting through the NACC’s website at www.nacc.go.th by clicking on the “Complaint Center” tab, then proceeding to “Online Complaints” and registering into the complaint system.
(4) Making a complaint or seeking advice via telephone through the hotline number 1205 or contacting any provincial NACC offices nationwide.
(5) Filing a complaint through the watchdog network at www.nacc.go.th/we, and…
(6) Sending a complaint letter to the complaint boxes located at the provincial NACC offices.
Furthermore, the NACC Secretary-General has revealed that citizens who provide tips, information, or factual evidence concerning the assets or liabilities of the accused or those under investigation, as well as their accomplices, users, or supporters to the NACC in investigating cases of state officials’ unusual wealth accumulation, may contribute to the forfeiture of said assets to the state as a result of a final court judgment or order, in accordance with the 2023 NACC Regulations on the Payment of Rewards 2023. Providing such tips or information can be done orally or in writing and may be sent to the NACC office by any means. The information must be essential for the investigation, which the NACC could not have otherwise known from its usual inquiry processes, and must demonstrate that the informant has exerted effort to obtain this information or evidence, which without it, the unusual wealth accumulation could not have been known or verified.
Those eligible for rewards will receive payment after a final court decision that orders the forfeiture of assets from those who have accumulated wealth illegitimately through corruption, and upon approval from the NACC committee. The rewards come from the National Anti-Corruption Fund and are paid at a rate of 15% of the value of the assets that become state property, with a cap of one hundred million baht.
Secretary-General Niwatchai concluded that the monetary reward for whistleblowers is merely one component of the system, but the primary focus is that the NACC office hopes that all citizens will be vigilant and prioritize their participation in driving and being a part of the prevention and suppression of corruption. By collectively monitoring, caring, and promoting a widespread public front against corruption, the NACC office will expedite the investigation of corruption complaints and proceed to the legal process, as well as safeguard the national interest to prevent it from being unlawfully claimed by any individual. In this regard, if any acts of corruption by politicians or state officials are observed, he encourages the public to help by reporting or filing complaints through any available channels to the NACC office.
