NACC Recommends Strengthening Measures Against Corruption in Teacher License Issuance
The Office of the National Anti-Corruption Commission (NACC) has unveiled recommendations to close loopholes related to the buying and selling of academic and professional teaching licenses. The aim is to collaborate with relevant agencies to implement these measures effectively, reduce the risk of corruption, and promote clear, transparent, and verifiable processes for issuing professional teaching licenses.
Niwatchai Kasemmongkol, NACC Secretary-General and Spokesperson, disclosed that following an extensive review and analysis of the risks associated with corruption in the issuance of teaching certificates, the NACC identified significant issues such as a lack of continuity in the inspection process and ambiguity in policy implementation. In response, the NACC has developed recommendations to prevent and address corruption in the issuance of professional teaching certificates, emphasizing the importance of proactive prevention and resolution of these issues to uphold the honor of the teaching profession. These measures are also crucial for improving the overall quality of education in Thailand, as well as the management and administration of the educational system. The recommendations are as followed:
Additionally, the NACC has proposed recommendations to enhance the curriculum and guidelines for the accreditation of professional teaching degrees. The Secretariat Office of the Teachers Council of Thailand is encouraged to collaborate with relevant agencies, such as the Office of the Teacher Civil Service, the Ministry of Social Development and Human Security, the Department of Children and Youth, the Office of the Private Education Commission, the Office of the Higher Education Commission, and the Office of the Basic Education Commission. These agencies should work together to develop a mechanism for improving the quality of education professionals and other educational personnel, including teacher assistants, according to curriculum standards, production standards, and graduate standards, as well as psychology related to teaching and learning, as stipulated in the 2003 Teachers and Educational Personnel Council Act.
The goal is to revise the professional teaching diploma curriculum to include concrete promotion and development of moral values, ethics, and professional ethics for teachers. There should be a process for monitoring and evaluating learning outcomes to continuously improve and develop the curriculum. Moreover, the Ministry of Education is tasked with leading the enforcement of proactive policies, regulations, and the enhancement of the monitoring and evaluation mechanisms for issuing and renewing professional teaching licenses, including assessing the psychological readiness of teachers. The Ministry, in collaboration with relevant agencies, should develop and present an action plan based on these recommendations to the Cabinet for consideration. Once approved, the plan should be implemented to reduce corruption risks and ensure the recommendations are put into practice effectively.
