สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ประจำจังหวัดฉะเชิงเทรา (สำนักงาน ป.ป.ช. ฉะเชิงเทรา) ลงพื้นที่เพื่อเฝ้าระวังและสังเกตการณ์ ป้องปรามการทุจริต โครงการบานผลัดกันน้ำขับด้วยมอเตอร์ไฟฟ้า ตำบลบึงน้ำรักษ์
เมื่อวันที่ 19 มีนาคม 2569 นายหิรัญ ไชยกันยา ผู้อำนวยการสำนักงาน ป.ป.ช. ประจำจังหวัดฉะเชิงเทรา มอบหมายให้กลุ่มงานป้องกันการทุจริต ร่วมกับ เครือข่ายภาคประชาชน ชมรม STRONG-จิตพอเพียงต้านทุจริต จังหวัดฉะเชิงเทรา ลงพื้นที่เพื่อเฝ้าระวังและสังเกตการณ์โครงการ
โครงการประกวดราคาจ้างจัดทำและติดตั้งบานผลัดกันน้ำขับด้วยมอเตอร์ไฟฟ้าพร้อมระบบควบคุมและอุปกรณ์ประกอบสำหรับงานเพิ่มประสิทธิภาพการระบายน้ำประตูระบายน้ำปลายคลอง 14 สายล่าง ตำบลบึงน้ำรักษ์ อำเภอบางน้ำเปรี้ยว จังหวัดฉะเชิงเทรา ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เป็นโครงการภายใต้แผนขับเคลื่อนเศรษฐกิจ ภายใต้กรอบวงเงิน 157,0000 ล้านบาท งบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ.2568 (งบกลาง)
โดยโครงการดังกล่าว เป็นโครงการจัดหาและติดตั้งเครื่องสูบน้ำในบานประตูระบายน้ำ (Pump Gate) เพื่อเพิ่มประสิทธิภาพในการชลประทาน เพิ่มประสิทธิภาพการระบายน้ำ อีกทั้งปรับปรุงเพิ่มประสิทธิภาพการระบายน้ำผ่านบานประตูระบายน้ำบริเวณคลองซอย และเพื่อเป็นการป้องกันความเสียหายที่อาจเกิดขึ้นจากภัยอันเกิดจากน้ำทั้งภาวะน้ำท่วมและน้ำแล้ง มีหน่วยงานรับผิดชอบคือ สำนักงานชลประทานที่ 11 กรมชลประทาน ด้วยงบประมาณ 48,500,000 บาท
โครงการมีจำนวนเงินตามสัญญา 48,478,704 บาท ระยะเวลาสัญญาวันที่ 23 กันยายน 2568 ถึง 21 มีนาคม 2569 (180 วัน) แบ่งงวดงานเป็น 3 งวดงาน งวดที่ 1 ร้อยละ 60 ของวงเงินตามสัญญาจ้าง งวดที่ 2 ร้อยละ 30 ของวงเงินตามสัญญาจ้าง และงวดที่ 3 ร้อยละ 10 ของวงเงินตามสัญญาจ้าง
โดยปัจจุบัน ได้ดำเนินการตรวจรับงานงวดที่ 1 เรียบร้อยแล้ว เมื่อวันที่ 19 ธันวาคม 2568 เป็นจำนวนเงิน 38,369,022.60 บาท ผลการเบิกจ่ายร้อยละ 79.15
ปัจจุบันโครงการดำเนินการไปแล้ว ร้อยละ 98 โดยมีการติดตั้งชุดบานผลักดันน้ำ ระบบมอเตอร์ไฟฟ้า และระบบเครื่องเก็บขยะอัตโนมัติ (Auto Screen) แล้วเสร็จในส่วนสำคัญ
โดยนายวิรวัฒน์ ผสมทรัพย์ ผู้อำนวยการโครงการส่งน้ำและบำรุงรักษารังสิตใต้ ได้ให้ข้อมูลว่า ปัจจุบันได้มีการทดสอบใช้งานระบบเรียบร้อยแล้ว ด้วยเครื่องกำเนิดไฟฟ้า (Generator) อย่างไรก็ตาม ปัจจุบัน ยังไม่สามารถเปิดใช้งานได้ เนื่องจากอยู่ระหว่างดำเนินการขยายเขตไฟฟ้า ซึ่งสำนักงาน ป.ป.ช. ประจำจังหวัดฉะเชิงเทรา จะลงพื้นที่ติดตามและเฝ้าระวังต่อไป

NACC Chachoengsao inspects water gate project in Bueng Nam Rak
The Office of the National Anti-Corruption Commission’s Chachoengsao Provincial Office (NACC Chachoengsao Office) conducted a site visit to monitor and observe the prevention of corruption in the electric motor-driven water gate project in Bueng Nam Rak Subdistrict.
On March 19, 2026, Mr. Hiran Chaikanya, Director of the NACC Chachoengsao Office, assigned the anti-corruption prevention unit, together the STRONG-Sufficiency Economy Against Corruption Club of Chachoengsao Province, to conduct a site visit to monitor and observe the project.
The project involves the electronic bidding (e-bidding) for the procurement and installation of electric motor-driven water gates with control systems and related equipment to improve the drainage efficiency of Khlong 14 Lower Canal sluice gate in Bueng Nam Rak Subdistrict, Bang Nam Priao District, Chachoengsao Province.
This project is under the economic development plan with a budget of 157 billion baht, from the 2025 fiscal year budget (central budget).
The project involves the procurement and installation of water pumps in water gates (pump gate) to improve irrigation efficiency, aiming to improve drainage efficiency, particularly through the sluice gates in branch canals, and to prevent potential damage from floods and droughts. The responsible agency is the Irrigation Office 11, Royal Irrigation Department, with a project budget of 48,500,000 baht.
The project has a contract value of 48,478,704 baht, with a contract period from September 23, 2025, to March 21, 2026 (180 days). The work is divided into three installments: the first installment is 60% of the contract value, the second is 30%, and the third is 10%.
Currently, the first installment, amounting to 38,369,022.60 baht, was completed and accepted on December 19, 2025. The disbursement rate is 79.15%.
To date, the project is 98% complete, with the installation of water-pushing gate sets and electric motor systems. The automated waste collection system (Auto Screen) has been completed in its essential stages.
Mr. Wirawat Phasomsap, Director of the Southern Rangsit Operation and Maintenance Project, stated that the system has been successfully tested using a generator. However, it is not yet operational due to ongoing electrical network expansion work.
The NACC Chachoengsao Office will continue to monitor the project.
