ป.ป.ช. สมุทรสงคราม จับมือหน่วยงานท้องที่ตรวจสอบแหล่งกำเนิดน้ำเสียในคลองวัดประดู่

สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ประจำจังหวัดสมุทรสงคราม (สำนักงาน ป.ป.ช. สมุทรสงคราม) บูรณาการร่วมกับหน่วยงานในจังหวัด ลงพื้นที่สังเกตการณ์การปฏิบัติหน้าที่ของคณะทำงานด้านการตรวจสอบแหล่งกำเนิดน้ำเสียในคลองวัดประดู่
วันที่ 27 เม.ย. 69 นางสาวกาญจนา คำสุวรรณ ผู้อำนวยการสำนักงาน ป.ป.ช. ประจำจังหวัดสมุทรสงคราม ได้มอบหมายให้เจ้าหน้าที่กลุ่มงานป้องกันการทุจริต ลงพื้นที่เพื่อสังเกตการณ์การปฏิบัติหน้าที่ของคณะทำงานด้านการตรวจสอบแหล่งกำเนิดน้ำเสียในคลองวัดประดู่ ซึ่งมีหน้าที่เกี่ยวกับตรวจสอบแหล่งกำเนิดน้ำเสียที่ระบายลงสู่คลองวัดประดู่ อาทิ โรงงานอุตสาหกรรม พื้นที่การเกษตร ล้งมะพร้าว เป็นต้น
โดยมีส่วนราชการที่เกี่ยวข้อง ลงพื้นที่ในครั้งนี้ ประกอบด้วย สำนักงานส่งเสริมการปกครองท้องถิ่นจังหวัดสมุทรสงคราม สำนักงานสาธารณสุขจังหวัดสมุทรสงคราม สำนักงานอุตสาหกรรมจังหวัดสมุทรสงคราม สำนักงานปศุสัตว์จังหวัดสมุทรสงคราม สำนักงานเกษตรจังหวัดสมุทรสงคราม ที่ทำการปกครองอำเภออัมพวา และองค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่ที่รับผิดชอบ
ช่วงเช้า เวลาประมาณ 09.30 น. เป็นการลงพื้นที่ตรวจสอบบริษัทเอกชนแห่งหนึ่งในท้องที่ ต.ยี่สาร อ.อัมพวา ที่ประกอบกิจการเกี่ยวกับการคัดแยกและย่อยพลาสติก เพื่อนำกลับมาใช้ใหม่ ซึ่งจากการลงพื้นที่ ณ สถานที่ดังกล่าว ไม่พบว่าบริษัทดำเนินการปล่อยน้ำเสียลงสู่แม่น้ำ ลำคลอง แต่อย่างใด เนื่องจากกระบวนการคัดแยกพลาสติก ใช้วิธีการนำน้ำประปามาใส่ในบ่อเพื่อแยกพลาสติกออกจากสิ่งปนเปื้อนต่างๆ และปล่อยน้ำลงสู่บ่อของบริษัทเพื่อรอให้ตะกอนเกิดการทับถมและย่อยสลายไปตามธรรมชาติ
ช่วงสาย เวลาประมาณ 10.30 น. ลงพื้นที่ตรวจสอบล้งมะพร้าวแห่งหนึ่งในท้องที่ ต.วัดประดู่ อ.อัมพวา ที่ดำเนินกิจการเกี่ยวกับการแปรรูปมะพร้าว จากการลงพื้นที่พบว่าล้งมะพร้าวแห่งนี้ ได้มีการจัดการน้ำเสียจากน้ำล้างเนื้อมะพร้าวโดยก่อสร้างเป็นบ่อเพื่อดักแยกไขมัน และเศษเนื้อมะพร้าวออกจากน้ำเสียมีการเติมอากาศในบ่อก่อนปล่อยลงสู่คลองสาธารณะ
อย่างไรก็ดี จากการตรวจสอบใบอนุญาตประกอบกิจการที่เป็นอันตรายต่อสุขภาพ พบว่า ล้งมะพร้าวแห่งนี้ขาดต่อใบอนุญาตฯ เป็นเวลากว่า 1 ปี จึงได้แนะนำให้เจ้าของล้งมะพร้าวดำเนินการขอต่อใบอนุญาตฯ กับองค์กรปกครองส่วนท้องถิ่นในพื้นที่โดยเร็ว
จากการตรวจสอบเอกสารขององค์กรปกครองส่วนท้องถิ่น พบว่า หน่วยงานได้มีหนังสือแจ้งไปยังล้งมะพร้าวต่างๆ ในพื้นที่แล้ว แต่ล้งมะพร้าวบางแห่งยังมิได้ดำเนินการขอต่อใบอนุญาตฯ จึงได้เน้นย้ำให้องค์กรปกครองส่วนท้องถิ่นเร่งดำเนินการให้เป็นไปตามหน้าที่และอำนาจของหน่วยงาน
ทั้งนี้ สำนักงาน ป.ป.ช. ประจำจังหวัดสมุทรสงคราม มิได้มีหน้าที่ และอำนาจโดยตรงเกี่ยวกับการตรวจสอบการลักลอบปล่อยน้ำเสียลงสู่แม่น้ำ ลำคลอง แต่มีหน้าที่ในการตรวจสอบการปฏิบัติงานเจ้าหน้าที่ของรัฐ ให้เป็นไปตามหน้าที่และอำนาจ มีการบังคับใช้กฎหมายอย่างจริงจัง ซึ่งเป็นไปตามนโยบายของสำนักงาน ป.ป.ช. ในการขับเคลื่อนการบังคับใช้กฎหมายเกี่ยวกับทรัพยากรธรรมชาติ สิ่งแวดล้อม และภัยพิบัติ

NACC Samut Songkhram joins forces with local agencies to inspect Khlong Wat Pradu wastewater sources
The Office of the National Anti-Corruption Commission’s Samut Songkhram Provincial Office (NACC Samut Songkhram Office), in collaboration with agencies in the province, conducted a field observation of the investigation of sources of wastewater in Khlong Wat Pradu.
On April 27, 2026, Ms. Kanjana Khamsuwan, Director of the NACC Samut Songkhram Office, assigned anti-corruption officers to join forces with relevant government agencies to observe the work of the working group investigating wastewater sources discharged into Khlong Wat Pradu, such as industrial factories, agricultural areas, coconut processing plants, etc.
Other government agencies participating in this field visit included the Samut Songkhram Provincial Local Administration Promotion Office, the Samut Songkhram Provincial Public Health Office, the Samut Songkhram Provincial Industry Office, the Samut Songkhram Provincial Livestock Office, the Samut Songkhram Provincial Agriculture Office, the Amphawa District Administration Office, and local administrative organisations in the responsible area.
The field visit focused on inspecting a private company in Yi San Subdistrict, Amphawa District, that operates a business related to sorting and recycling plastics. The group found that the company was not discharging wastewater into rivers or canals, because its plastic separation process uses tap water to separate plastic from other contaminants, and the water is then released into the company’s ponds to allow sediment to settle and decompose naturally.
Later, another inspection was conducted at a coconut processing plant in Wat Pradu Subdistrict, which revealed that this coconut processing plant manages wastewater from washing coconut meat by constructing ponds to separate fat and coconut meat scraps from the wastewater. Aeration is added to the ponds before releasing the water into the public canal.
However, the officers found that the permit for operating a business that is hazardous to health had expired its permit for over a year. Therefore, the plant owner was advised to apply for a permit renewal with the local administrative organisation in the area as soon as possible.
An examination of the local administrative organisation’s documents revealed that the agency had already sent letters to various coconut processing plants in the area, but some of them had not yet applied for permit renewal. Therefore, emphasis was placed on urging local administrative organisations to expedite their actions in accordance with their duties and powers.
The NACC does not have direct duties and powers to investigate into illegal wastewater discharge into rivers and canals. Its responsibilities, however, include monitoring the performance of government officials to ensure they act in accordance with their duties and powers and to enforce the law effectively, in line with the NACC’s policy of promoting the enforcement of laws related to natural resources, the environment, and disasters.
