สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ (สำนักงาน ป.ป.ช.) จับมือสำนักงานการตรวจเงินแผ่นดิน (สตง.) และสำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตในภาครัฐ (ป.ป.ท.) เฝ้าระวัง 2 โครงการใหญ่กระทรวงคมนาคม อันได้แก่ โครงการก่อสร้างอาคารที่ทำการแห่งใหม่ของกระทรวงคมนาคม และโครงการประกวดราคาจ้างก่อสร้างทางหลวงหมายเลข 347 สายบางกระสั้น-บางปะหัน
วันที่ 23 มิถุนายน 2569 นายสุชาติ กรวยกิตานนท์ รองเลขาธิการคณะกรรมการ ป.ป.ช. พร้อมด้วย เจ้าหน้าที่สำนักมาตรการป้องกันการทุจริต สำนักงาน ป.ป.ช. ได้บูรณาการความร่วมมือกับ สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตในภาครัฐ (ป.ป.ท.) นำโดย นายภูมิวิศาล เกษมศุข เลขาธิการ ป.ป.ท. และ สำนักงานการตรวจเงินแผ่นดิน (สตง.) นำโดย นายมณเฑียร เจริญผล ผู้ว่าการตรวจเงินแผ่นดิน พร้อมด้วยคณะผู้แทนจากทั้งสามหน่วยงาน เข้าประชุมร่วมกับ นายชยธรรม์ พรหมศร ปลัดกระทรวงคมนาคม นายจิระพงศ์ เทพพิทักษ์ รองปลัดกระทรวงคมนาคม และ นายปิยพงษ์ จิวัฒนกุลไพศาล อธิบดีกรมทางหลวง พร้อมด้วยคณะผู้บริหารระดับสูงและเจ้าหน้าที่ที่เกี่ยวข้องเข้าร่วมประชุมและให้การต้อนรับ ณ ห้องประชุมกระทรวงคมนาคม 2 ชั้น 4 อาคาร 2 กระทรวงคมนาคม
โดยเป็นการลงพื้นที่ติดตามและเฝ้าระวังการดำเนินโครงการลงทุนขนาดใหญ่ของรัฐที่มีวงเงินงบประมาณตั้งแต่ 1,000 ล้านบาทขึ้นไป และเป็นไปตามบันทึกข้อตกลงเพื่อปฏิบัติงานร่วมกัน (MOU) ระหว่าง สตง. สำนักงาน ป.ป.ช. และสำนักงาน ป.ป.ท. ในการขับเคลื่อนการประเมินความเสี่ยงการทุจริตเชิงนโยบายในการดำเนินโครงการขนาดใหญ่
โดยคณะผู้แทนได้ร่วมติดตามและเฝ้าระวังเชิงรุกใน 2 โครงการสำคัญ ได้แก่ โครงการก่อสร้างอาคารที่ทำการแห่งใหม่ของกระทรวงคมนาคม และโครงการประกวดราคาจ้างก่อสร้างทางหลวงหมายเลข 347 สายบางกระสั้น - บางปะหัน ระยะทางยาว 25.401 กิโลเมตร
ในการนี้ คณะผู้แทนจากกระทรวงคมนาคมและกรมทางหลวง ได้สรุปภาพรวมพร้อมชี้แจงรายละเอียด ความคืบหน้า ตลอดจนสถานะปัจจุบันของการดำเนินงาน ทั้ง 2 โครงการ ให้แก่คณะผู้แทนทั้งสามหน่วยงานได้รับทราบ
การบูรณาการความร่วมมือในครั้งนี้ มีเป้าหมายสำคัญในการติดตามความคืบหน้าและวางแนวทาง การดำเนินงานของโครงการให้เป็นไปอย่างโปร่งใส มีประสิทธิภาพ และคุ้มค่าต่อการใช้จ่ายเงินแผ่นดิน รักษาวินัยการเงินการคลังของรัฐ พร้อมทั้งเน้นย้ำถึงความสำคัญของการเปิดเผยข้อมูลและกระบวนการทำงานที่ตรวจสอบได้ เพื่อระงับยับยั้งมิให้เกิดช่องว่างที่อาจนำไปสู่การทุจริต ป้องกันความเสียหายต่อประโยชน์ของรัฐ และมุ่งให้เกิดประโยชน์สูงสุดต่อประชาชนและทางราชการต่อไป
ทั้งนี้ คณะผู้แทนร่วมจากทั้งสามหน่วยงาน จะยังคงร่วมกันติดตามความคืบหน้าของการดำเนินโครงการดังกล่าวอย่างต่อเนื่องเป็นระยะต่อไป
NACC-OAG-PACC jointly monitor Ministry of Transport’s construction of new building and highway extension
The Office of the National Anti-Corruption Commission (NACC Office), the Office of the Auditor General (OAG) and the Office of the Public Sector Anti-Corruption Commission (PACC) joined forces to monitor two major projects under the Ministry of Transport, which are the construction of a new Ministry of Transport building and the bidding process for the construction of Highway No. 347 from Bang Krasan to Bang Pahan.
On June 23, 2026, Mr. Suchart Kruaykitanon, Deputy Secretary-General of the NACC, along with officials from the anti-corruption measures bureau of the NACC, collaborated with the Public Sector Anti-Corruption Commission (PACC), led by Secretary-General Mr. Bhumivisan Kasemsook, and the Office of the Auditor General (OAG), led by Auditor-General Mr. Monthien Charoenpol, along with representatives from all three agencies, to meet with Mr. Chayatan Promsorn, Permanent Secretary of the Ministry of Transport, Mr. Jirapong Theppitak, Deputy Permanent Secretary of the Ministry of Transport, and Mr. Piyapong Jiwattanakulpaisan. The Director-General of the Department of Highways, along with senior executives and relevant officials, attended the meeting and welcomed the delegation at Meeting Room 2, Building 2, Ministry of Transport.
This was a site visit to monitor and oversee the implementation of large-scale government investment projects with budgets of 1,000 million baht or more, in accordance with the Memorandum of Understanding (MOU) between the OAG, NACC and PACC to drive the assessment of policy-level corruption risks in the implementation of large-scale projects.
The delegation proactively monitored two key projects: the construction of the new Ministry of Transport building and the bidding process for the construction of Highway No. 347 from Bang Krasan to Bang Pahan, with a length of 25.401 kilometers.
During this visit, the teams from the Ministry of Transport and the Department of Highways summarized the overall progress and provided details on the progress and current status of both projects to the delegations of the three agencies.
The main goal of this integrated cooperation is to monitor progress and establish guidelines for the implementation of projects in a transparent, efficient, and cost-effective manner, maintaining the government's fiscal discipline, while emphasising the importance of information disclosure and verifiable work processes in order to prevent loopholes that could lead to corruption, protect against damage to the state's interests, and maximize benefits for the public and the government,
The joint delegation from all three agencies will continue to monitor the progress of the project.
