สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ (สำนักงาน ป.ป.ช.) เข้าพบปลัดกระทรวงยุติธรรม เพื่อสอบถามความคืบหน้าการตรวจสอบข้อเท็จจริงกรณีเจ้าหน้าที่กรมราชทัณฑ์ที่มีส่วนเกี่ยวข้องกับคุก VVIP ในเรือนจำพิเศษกรุงเทพมหานคร
เมื่อวันที่ 16 ธันวาคม 2568 นายสุรพงษ์ อินทรถาวร รองเลขาธิการคณะกรรมการ ป.ป.ช. รักษาราชการแทนเลขาธิการคณะกรรมการ ป.ป.ช. ได้มอบหมายให้ นายพัฒนพงศ์ จันทร์เพ็ชรพูล ผู้ช่วยเลขาธิการฯ นายจรงค์ เกราะเหมาะ ผู้อำนวยการสำนักสืบสวนและกิจการพิเศษ นายไพโรจน์ นิยมเดชา ผู้อำนวยการกลุ่มสืบสวนและปฏิบัติการข่าว 2 พร้อมด้วยเจ้าหน้าที่กลุ่มสืบสวนและปฏิบัติการข่าว 2 เข้าร่วมหารือกับ นางพงษ์สวาท นีละโยธิน ปลัดกระทรวงยุติธรรม และคณะ ในประเด็นต่าง ๆ อาทิ
- การดำเนินการตรวจสอบข้อเท็จจริงและติดตามความคืบหน้ากรณีปรากฏข่าวสารเจ้าหน้าที่ของรัฐซึ่งปฏิบัติหน้าที่ที่เรือนจำพิเศษกรุงเทพมหานคร กรมราชทัณฑ์ เอื้อประโยชน์ให้กับผู้ต้องขังบางกลุ่มเป็นพิเศษ (กลุ่มจีนเทา) ในเรือนจำพิเศษกรุงเทพมหานคร โดยสืบเนื่องจาก เมื่อวันที่ 28 พฤศจิกายน 2568 พนักงานเจ้าหน้าที่ได้ลงพื้นที่ ณ เรือนจำพิเศษกรุงเทพมหานคร ตรวจสอบข้อเท็จจริงในเรื่องดังกล่าวแล้ว ทั้งนี้ เพื่อให้การดำเนินการเป็นไปตามพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยการป้องกันและปราบปรามการทุจริต พ.ศ. 2561 ต่อไป
- แนวทางประสานความร่วมมือระหว่างสำนักงาน ป.ป.ช. และกระทรวงยุติธรรมเพื่อหามาตรการป้องกันมิให้มีการฝ่าฝืนกฎหมาย กฎ หรือระเบียบดังกล่าวขึ้นอีกในอนาคต รวมทั้งหารือแนวทางการดำเนินคดีอาญาให้มีประสิทธิภาพโดยการนำกลไกการคุ้มครองผู้แจ้งเบาะแส (Whistleblower) มาใช้เพื่อมิให้ผู้แจ้งเบาะแสได้รับผลกระทบจากการให้ข้อมูลเกี่ยวกับการทุจริต และการนำกฎหมายป้องกันการฟ้องปิดปาก (Anti – SLAPP Law) ตามพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยการป้องกันและปราบปรามการทุจริต (ฉบับที่ 2) พ.ศ. 2568 มาเป็นกลไกในการสร้างความเชื่อมั่นให้กับผู้ที่แจ้งเบาะแสเกี่ยวกับการกระทำความผิดที่อยู่ในหน้าที่และอำนาจคณะกรรมการ ป.ป.ช. ซึ่งสามารถให้ความคุ้มครองได้ทั้งทางแพ่ง ทางอาญาและทางวินัย
- แนวทางการบังคับใช้กฎหมายให้มีประสิทธิภาพมากยิ่งขึ้น เพื่อลดปัญหาความเดือดร้อนของประชาชนและสร้างสังคมที่เคารพกฎหมาย

NACC prepares to meet justice permanent secretary to discuss VVIP prison case
The Office of the National Anti-Corruption Commission (NACC) is preparing to meet with the Permanent Secretary of the Ministry of Justice to inquire about the progress of the investigation into the involvement of Department of Corrections officials in the so-called “VVIP prison” case at Bangkok Remand Prison.
Today (December 16, 2025), Mr. Surapong Intarathaworn, Deputy Secretary-General of the NACC, acting as the Secretary-General, assigned Mr. Pattanapong Chanpetchpool, Assistant Secretary-General, Mr. Charong Krohmat, Director of the Bureau of Investigation and Special Operations, Mr. Pairoj Niyomdecha, Director of Investigation and Intelligence Division 2 and other NACC officers from the division, to discuss with Mrs. Pongsawat Neelayothin, Permanent Secretary of the Ministry of Justice, and her team the following matters:
- The follow-up on the progress of the case concerning allegations that government officials working at Bangkok Remand Prison, Department of Corrections, provided preferential treatment to certain groups of Chinese inmates, following an earlier fact-finding investigation conducted by officials at the prison on November 28. The NACC aims to ensure compliance with Organic Act on Prevention and Suppression of Corruption B.E. 2561 (2018).
- Ways to coordinate cooperation between the NACC and the Ministry of Justice to find measures to prevent future violations of the laws, rules, or regulations, and ways to enhance the effectiveness of criminal prosecution by utilising whistleblower protection mechanisms to prevent corruption case whistleblowers, as well as ways to apply the Anti-SLAPP Law under the organic act amendment of 2025 to build confidence among whistleblowers within the NACC's jurisdiction and power to provide protection from civil, criminal and disciplinary actions.
- Ways to enforce the law more effectively to reduce public distress and create a law-abiding society.
