สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ (ป.ป.ช.) จัดกิจกรรมการพัฒนาศักยภาพสมาชิกชมรม STRONG-จิตพอเพียงต้านทุจริต เพื่อส่งเสริม ป้องกันและป้องปรามการทุจริต นำองค์ความรู้ที่ได้รับไปเผยแพร่ ขยายผล และนำไปประยุกต์ใช้ในการจับตามองและแจ้งเบาะแส (Watch & Voice) มายังสำนักงาน ป.ป.ช. และหน่วยงานที่เกี่ยวข้อง
เมื่อวันที่ 8 ธันวาคม 2568 สำนักงาน ป.ป.ช. โดยสำนักส่งเสริมและบูรณาการการมีส่วนร่วมต้านทุจริต จัดกิจกรรมการพัฒนาศักยภาพสมาชิกชมรม STRONG-จิตพอเพียงต้านทุจริต ปฏิบัติการเสริมพลัง STRONG ประชาชนถอนหมุดพื้นที่เสี่ยงทุจริต กรุงเทพมหานคร ภายใต้โครงการเสริมพลัง STRONG ประชาชนถอนหมุดพื้นที่เสี่ยงทุจริต (Empowering STRONG for Proactive Anti –Corruption : ESPAC) ประจำปีงบประมาณ พ.ศ. 2569
โดยมี นายศรชัย ชูวิเชียร รองเลขาธิการคณะกรรมการ ป.ป.ช. เป็นประธานในพิธีเปิด และนางวริดา ตันบุญเอก ผู้อำนวยการสำนักส่งเสริมและบูรณาการการมีส่วนร่วมต้านทุจริต กล่าวรายงานการจัดกิจกรรม ณ ห้องนนทบุรี 2 อาคาร 4 สำนักงาน ป.ป.ช. (สนามบินน้ำ) อำเภอเมืองนนทบุรี จังหวัดนนทบุรี
นางวริดา กล่าวว่า กิจกรรมการพัฒนาศักยภาพสมาชิกชมรม STRONG-จิตพอเพียงต้านทุจริต เพื่อถอนหมุดพื้นที่เสี่ยงทุจริต ภายใต้โครงการเสริมพลัง STRONG ประชาชนถอนหมุดพื้นที่เสี่ยงทุจริต (Empowering STRONG for Proactive Anti –Corruption : ESPAC) เป็นโครงการที่ต่อยอดผลการดำเนินงานจากโครงการ STRONG-จิตพอเพียงต้านทุจริต และโครงการปักหมุดพื้นที่เสี่ยงต่อการทุจริต โดยเป้าหมายของการดำเนินโครงการคือ การพัฒนาและแก้ไขปัญหาในเชิงพื้นที่ (Area-base) ในทุกระดับของการมีส่วนร่วม
กิจกรรมในครั้งนี้แบ่งรูปแบบของกิจกรรมเป็น 3 ช่วงสำคัญ ได้แก่ การบรรยายให้ความรู้เพื่อเสริมสร้างองค์ความรู้ด้านกฎหมาย การอภิปรายเพื่อพัฒนาศักยภาพและเสริมสร้างการมีส่วนร่วมของเครือข่ายภาคประชาชนในพื้นที่กรุงเทพมหานคร และการแบ่งกลุ่มเพื่อระดมความคิดเห็น วางแผนและกำหนดแนวทางการดำเนินงาน รวมถึงการแลกเปลี่ยนองค์ความรู้ และประสบการณ์ในการมีส่วนร่วมจับตามองและแจ้งเบาะแสมายังช่องทางของสำนักงาน ป.ป.ช. เพื่อลดความเสี่ยงต่อการทุจริตในพื้นที่กรุงเทพมหานคร
โดยมีผู้เข้าร่วมกิจกรรมจำนวน 100 คน ประกอบด้วย ผู้แทนภาคประชาชนชมรม STRONG-จิตพอเพียงต้านทุจริต กรุงเทพมหานคร จากทั้ง 6 กลุ่มโซน (กรุงเทพตะวันออก กรุงธนเหนือ กรุงเทพกลาง กรุงเทพเหนือ กรุงเทพใต้ และกรุงธนใต้)
นายศรชัย รองเลขาธิการคณะกรรมการ ป.ป.ช. กล่าวว่า ภารกิจป้องกันการทุจริต เป็นหัวใจของการสร้างสังคมที่โปร่งใสและไม่ทนต่อการทุจริตในทุกระดับ กิจกรรมครั้งนี้มีเป้าหมายเพื่อยกระดับศักยภาพของเครือข่ายภาคประชาชน ให้มีอาวุธทางความรู้ที่ถูกต้อง พร้อมทั้งทักษะที่จำเป็นสำหรับการเฝ้าระวัง แจ้งเบาะแส และร่วมป้องปรามการทุจริตในพื้นที่อย่างมีพลังและมีความมั่นใจ ภายใต้กรอบกฎหมาย ป.ป.ช. และเครื่องมือคุ้มครองสำคัญอย่างกฎหมายป้องกันการฟ้องคดีปิดปาก หรือ Anti-SLAPP Law ซึ่งจะช่วยให้เครือข่ายสามารถทำงานได้อย่างปลอดภัย ไม่หวั่นเกรงต่อการถูกกลั่นแกล้งหรือข่มขู่ใด ๆ
“ผมเชื่อมั่นว่า ด้วยความร่วมมือจากสมาชิกชมรม STRONG ที่มีความมุ่งมั่น ความกล้าหาญ และความรับผิดชอบต่อชุมชนและสังคมส่วนรวม ความรู้และพลังที่ทุกท่านจะได้รับจากกิจกรรมวันนี้ จะถูกนำกลับไปต่อยอดในพื้นที่ของท่าน ขยายผลสู่ชุมชน และทำให้เกิด “สายตาที่พร้อมจับตามอง” และ “เสียงที่พร้อมส่งสัญญาณ” ต่อพฤติกรรมทุจริตทุกรูปแบบ พร้อมขับเคลื่อนสังคมไทยให้โปร่งใสยิ่งขึ้น และสร้างการเปลี่ยนแปลงในทุกพื้นที่” นายศรชัย กล่าว
สำหรับการจัดกิจกรรมครั้งนี้ ประกอบด้วยช่วงเช้า เป็นการบรรยาย หัวข้อ “บทบาทของเครือข่ายภาคประชาชนในการเฝ้าระวัง แจ้งเบาะแสการทุจริต และความคุ้มครองจากการถูกกลั่นแกล้งหรือฟ้องคดีปิดปาก (Anti – SLAPP Law) ภายใต้กฎหมาย ป.ป.ช.” โดยนายเจนวิทย์ วิทยเดช พนักงานไต่สวน ระดับสูง และนางสาวสรัลรัตน์ จันทวี พนักงานไต่สวน ระดับกลาง จากสำนักกฎหมาย สำนักงาน ป.ป.ช.
จากนั้นเป็นการอภิปรายหัวข้อ “แนวทางการพัฒนาศักยภาพและเสริมสร้างการมีส่วนร่วมของเครือข่ายภาคประชาชนในพื้นที่กรุงเทพมหานคร” โดยนายอุทัย ยอดสวัสดิ์ หัวหน้ากลุ่มงานควบคุมการก่อสร้าง 1 กองควบคุมการก่อสร้าง สำนักการโยธา กรุงเทพมหานคร นางปาจรีย์ องค์โชติยะกุล เลขานุการสำนักการระบายน้ำ กรุงเทพมหานคร และนายเอกวิทย์ ธีรวิโรจน์ เจ้าพนักงานป้องกันการทุจริตชำนาญการพิเศษ สำนักมาตการเชิงรุกและนวัตกรรม สำนักงาน ป.ป.ช. ดำเนินการโดย นายกฤตภาส โพธิ์นิ่มแดง ผู้นำเครือข่ายภาคประชาชนชมรม STRONG จิตพอเพียงต้านทุจริต กรุงเทพมหานคร
ช่วงบ่าย เป็นการอภิปรายและแบ่งกลุ่มย่อย หัวข้อ “การกำหนดประเด็นเพื่อร่วมกันพัฒนาชุมชนเป็นเครือข่ายจับตามองและแจ้งเบาะแสให้กับสำนักงาน ป.ป.ช.” โดยนายกฤตภาส โพธิ์นิ่มแดง ผู้นำชมรม STRONGฯ โซนกรุงเทพตะวันออก นายสัตวแพทย์วันชัย เมืองสมบูรณ์กุล ผู้นำชมรม STRONGฯ โซนกรุงเทพเหนือ และนางสาวสุกัญญา ก๋ำนารายณ์ ผู้นำชมรม STRONGฯ โซนกรุงธนใต้
จากนั้นเป็นการนำเสนอผลจากการจับตามองและแจ้งเบาะแส (Watch & voice) และกำหนดแนวทางการทำงานร่วมกัน ทั้งนี้ ได้รับเกียรติจาก นางสาวลลิตา โภชนพันธ์ ผู้ช่วยเลขาธิการคณะกรรมการ ป.ป.ช. ร่วมรับฟังการนำเสนอ เสนอแนะข้อคิดเห็น และกล่าวปิดกิจกรรม

NACC hosts activity to develop capabilities of STRONG Club’s Bangkok members to fight corruption
The Office of National Anti-Corruption Commission (NACC Office) organised a capacity-building activity for members of the anti-corruption STRONG Club to prevent and deter corruption, aiming to expand the body of knowledge and applying it in monitoring and reporting corruption (Watch & Voice) to the NACC and related agencies.
On December 8, 2025, the NACC, through its Bureau of Promotion and Integration of Participation Against Corruption, hosted a capacity-building activity for Bangkok members of the STRONG Club to empower them to identify and act in corruption-prone areas in Bangkok, under the Empowering STRONG for Proactive Anti-Corruption (ESPAC) project for the fiscal year 2026.
The opening ceremony was presided over by Mr. Sorachai Chuwichien, Deputy Secretary-General of the NACC, and Ms. Warida Tanbooneak, Director of the Bureau of Promotion and Integration of Participation Against Corruption, presented a report on the NACC Office of Sanambinnam of in Nonthaburi Province.
Ms. Warida stated that the activity to develop the capacity of STRONG Club members to identify and act in areas at risk of corruption, under the Empowering STRONG for Proactive Anti-Corruption (ESPAC) project, is a continuation of the work from the STRONG-Sufficiency Economy Against Corruption project and the project to identify areas at risk of corruption. The goal of the project is to develop and solve area-based problems through participation at all levels.
This event is divided into three main parts: lectures to enhance legal knowledge, discussions to develop the capacity and strengthen the participation of civil society networks in Bangkok, and group activities for brainstorming, planning, and determining operational guidelines, as well as exchanging knowledge and experiences in monitoring and reporting corruption in Bangkok to NACC Office.
The event was attended by 100 participants, including representatives from the STRONG Club in Bangkok, consisting of all 6 zones, which are Eastern Bangkok, Northern Thonburi, Central Bangkok, Northern Bangkok, Southern Bangkok, and Southern Thonburi.
Mr. Sornchai, Deputy Secretary-General of the NACC, said that the mission of preventing corruption is at the heart of building a transparent society that does not tolerate corruption at all levels. This activity aims to enhance the capacity of civil society networks by equipping them with accurate knowledge and essential skills for monitoring, reporting, and deterring corruption in their areas with adequate power and confidence. This will be done within the framework of the NACC law and the important protective tool of the Anti-SLAPP Law, which will allow the networks to work safely without fear of harassment or intimidation.
"I am confident that with the cooperation of the STRONG Club members, who possess dedication, courage, and responsibility towards the community and society as a whole, the knowledge and power that you will receive from today's activity will be further developed in your areas, expanding to your communities and creating ‘eyes ready to watch’ and ‘voices ready to signal’ against all forms of corrupt behavior. This will drive Thai society towards greater transparency and create change in every area," Mr. Sornchai said.
The morning session of the event included a lecture on the topic "The Role of Civil Society Networks in Monitoring, Reporting Corruption, and Protection Against SLAPP Lawsuits Under the NACC law," delivered by inquiry officers from the Bureau of Legal Affairs of the NACC Office.
Following this was a discussion on the topic "Guidelines for Developing the Capacity and Strengthening the Participation of Civil Society Networks in Bangkok," led by speakers from Construction Control Division and Drainage and Sewerage Department of the Bangkok Metropolitan Administration (BMA), a senior anti-corruption officer from the Bureau of Proactive Measures and Innovation of the NACC Office, and the leader of the STRONG Club of Bangkok.
The afternoon session consisted of discussions and small group work on the topic of "Identifying Issues for Collaborative Community Development into a Network for Monitoring and Reporting Corruption to the NACC Office," led by the leaders of the STRONG Club from Eastern Bangkok, Northern Bangkok and Southern Thonburi zones.
Following this, presentations were given on the results of monitoring and reporting (Watch & Voice) and guidelines for collaborative work were established. Ms. Lalita Phochanaphan, Assistant Secretary-General of the NACC, joined the session to listen to the presentations, offer suggestions, and deliver the closing remarks.
The NACC Office hopes that the capacity-building activities for members of the STRONG Club will serve as a platform to enhance the capabilities of civil society network leaders and provide them with a knowledge base on corruption prevention and deterrence, enabling them to disseminate their experiences in monitoring and reporting corruption, and to apply this knowledge to their own monitoring and reporting efforts (Watch & Voice) to the NACC and relevant agencies. This will help monitor similar or related corruption risks in their respective areas.
