วันที่ 9 มีนาคม 2569 นายเสกสรรณ์ สมมาตย์ ผู้อำนวยการสำนักงาน ป.ป.ช. อุดรธานี รักษาราชการแทน ผู้อำนวยการสำนักงาน ป.ป.ช. หนองคาย มอบหมายเจ้าหน้าที่กลุ่มงานป้องกันการทุจริต ดำเนินกิจกรรมการลงพื้นที่เพื่อเฝ้าระวังและป้องปรามการทุจริตในพื้นที่ โดยรับฟังรายละเอียดการดำเนินโครงการและสังเกตการณ์ในโครงการเพิ่มประสิทธิภาพการบริหารจัดการน้ำอย่างยั่งยืน รายการอาคารบังคับน้ำหนองคำมิด ตำบลนาดี อำเภอเฝ้าไร่ ณ ห้องประชุมที่ทำการปกครองอำเภอเฝ้าไร่ และพื้นที่ดำเนินโครงการ โดยความรับผิดชอบของโครงการก่อสร้างสำนักงานชลประทานที่ 5 (อุดรธานี)
กรมชลประทาน โดยโครงการก่อสร้างสำนักงานชลประทานที่ 5 ได้รับงบประมาณจำนวน 26,500,000 บาท สำหรับอาคารบังคับน้ำหนองคำมิด ลักษณะโครงการเป็นการดำเนินการขุดลอกหนองและก่อสร้างอาคารบังคับน้ำแบบ Duckbill weir ความสูงสันฝาย 3 เมตร กว้าง 10.20 เมตร ยาว 23 เมตร กิจกรรมท่อรับน้ำจำนวน 4 แห่ง กิจกรรมบันไดหินก่อจำนวน 7 แห่ง งานขุดลอก 58 ไร่ ความจุประมาณ 300,000 ลูกบาศก์เมตร
มีการดำเนินการจัดหาวัสดุหลัก ด้วยวิธี e-biding สัญญาเริ่มต้นวันที่ 18 สิงหาคม 2568 สิ้นสุดสัญญาวันที่ 16 มีนาคม 2569 (210 วัน) จำนวน 3 งวดงาน ส่งมอบงานแล้ว 2 งวดงาน และสัญญาเช่าเครื่องจักร เริ่มต้นสัญญาวันที่ 20 ตุลาคม 2568 สิ้นสุดสัญญาวันที่ 16 มิถุนายน 2569 (240 วัน) ดำเนินการแล้ว 57.09% (เร็วกว่าแผน) และคาดว่าจะดำเนินการแล้วเสร็จในเดือนมิถุนายน 2569
ทั้งนี้ สำนักงาน ป.ป.ช. ประจำจังหวัดหนองคาย ได้ให้คำแนะนำในการดำเนินการตามระเบียบและแนวทางตามมาตรการป้องกันการทุจริตเกี่ยวกับการขุดดินและถมดิน และเน้นความคุ้มค่าของงบประมาณให้เกิดประโยชน์ต่อประชาชนตามวัตถุประสงค์ของโครงการ

NACC inspectors visit water control project in Fao Rai, Nong Khai
The Office of the National Anti-Corruption Commission’s Nong Khai Provincial Office (NACC Nong Khai Office) has conducted a field visit to monitor and prevent corruption in the Sustainable Water Management Efficiency Improvement Project area in Fao Rai District, Nong Khai Province, under the economic stimulus and economic system strengthening plan.
On March 9, 2026, Mr. Seksan Sommat, Director of the NACC Udon Thani Office, acting as the Director of the NACC Nong Khai Office, assigned NACC officers to conduct a field visit to monitor and prevent corruption in the project.
The NACC officers listened to details of the project implementation and observed the project, specifically the Nong Khammid Water Control Structure in Na Di Subdistrict, Fao Rai District, at the meeting room of the Fao Rai District Administration Office and as well as visiting the project site.
The project is under the responsibility of Irrigation Office 5 (Udon Thani) of Royal Irrigation Department, which received a budget of 26,500,000 baht for the Nong Khammid Water Control Structure. The project involves dredging a pond and constructing a duckbill weir with a height of 3 meters, a width of 10.20 meters, and a length of 23 meters. The project also includes four water intake pipes, seven stone staircases, and dredging an area of 58 rai with a capacity of approximately 300,000 cubic meters.
Main materials were procured via e-bidding, with a contract start date of August 18, 2025, and a contract end date of March 16, 2026, or 210 days in total, divided into three phases. Two phases have already been delivered. A machinery lease contract has also been signed, starting on October 20, 2025, and ending on June 16, 2026 (240 days). The project is 57.09% complete, and is ahead of schedule and expected to be finished in June 2026.
The NACC has provided guidance on adhering to regulations and guidelines for anti-corruption measures related to excavation and filling of land, emphasizing the cost-effectiveness of the budget to benefit the public in accordance with the project's objectives.
