NACC finds major loopholes in Maya Bay and Koh Pai revenue collection
The Andaman Task Force of the Office of the National Anti-Corruption Commission (NACC Office) conducted an inspection of Maya Bay and Koh Pai, identifying five major loopholes in the national park’s revenue collection system.
On March 31, 2026, the NACC Andaman Task Force observed revenue collection at Hat Noppharat Thara-Mu Ko Phi Phi National Park, specifically at the Maya Bay and Koh Pai collection points. They found the following significant risks and management issues:
The collection system still relies on cash, despite long-standing policies promoting online systems and technology, and multiple follow-up meetings.
Tourist counting still involves manual recording by staff in extremely hot weather, including the number of boats and tourists, which can potentially allow for high inaccuracies and data manipulation.
The Maya Bay collection point generates over 1 million baht in cash daily. The process from counting and safekeeping to transporting the cash back to the park headquarters faces numerous risks, including loss, counting errors, and staff safety concerns.
Issues concerning staff welfare were also identified. Park employees earn only 9,000 baht per month, yet they bear the responsibility for holding and managing a vast amount of public revenue, which poses a significant risk.
The management of the welfare shops and the employees' burden of transporting raw materials and food to sell as supplementary income are compounded by the requirement to return 15% of the revenue to the Department of National Parks.
The task force also found that the number of park boats is insufficient, despite having to accommodate a large number of tourists.
